ന്യൂനപക്ഷ സ്കോളർഷിപ്പ് പദ്ധതികൾ വെട്ടിക്കുറച്ച് കേന്ദ്ര സർക്കാർ
രാജ്യത്തെ ന്യൂനപക്ഷ വിദ്യാർഥികൾക്കുള്ള സ്കോളർഷിപ്പ് പദ്ധതികൾ വെട്ടിക്കുറച്ച് കേന്ദ്രസർക്കാർ. ഒന്നു മുതൽ എട്ടാം ക്ലാസ് വരെയുള്ള കുട്ടികൾക്കായി ഏർപ്പെടുത്തിയിരുന്ന പ്രീമെട്രിക് സ്കോളർഷിപ്പ്, മൗലാന ആസാദ് നാഷണൽ ഫെലോഷിപ്പ്, പധോ പർദേശ് പലിശ സബ്‌സിഡി സ്‌കീം തുടങ്ങിയ പദ്ധതികളാണ് 2022 മുതൽ കേന്ദ്രസർക്കാർ നിർത്തലാക്കിയത്. ന്യൂനപക്ഷ വിദ്യാർഥികൾക്കുള്ള നിരവധി സാമ്പത്തികസഹായ പദ്ധതികൾ നിർത്തലാക്കുകയോ നിയന്ത്രിക്കുകയോ ചെയ്‌തതായും ഭാവിയിൽ ഇത്തരം പദ്ധതി നടപ്പാക്കാൻ ഉദ്ദേശിക്കുന്നില്ലെന്നും കേന്ദ്ര ന്യൂനപക്ഷ മന്ത്രി കിരൺ റിജ്ജു ലോക്‌സഭയിൽ വ്യക്തമാക്കി.
മാവേലിക്കര എംപി കൊടിക്കുന്നിൽ സുരേഷിൻ്റെ ചോദ്യത്തിനു മറുപടിയായാണ് കേന്ദ്രമന്ത്രി ഇക്കാര്യം വ്യക്തമാക്കിയത്. അർഹരായ ആയിരക്കണക്കിന് വിദ്യാർത്ഥികൾക്കു ലഭിക്കേണ്ട സാമ്പത്തികസഹായമാണ് കേന്ദ്രസർക്കാർ നിർത്തലാക്കിയതെന്ന് കൊടിക്കുന്നിൽ ആരോപിച്ചു. ഇത്തരം സ്കോളർഷിപ്പുകൾ വിദ്യാർത്ഥികളിൽ ഉണ്ടാക്കുന്ന സ്വാധീനം വിലയിരുത്തുന്നതിന് സർക്കാർ ഇതുവരെ യാതൊരു പഠനവും നടത്തിയിട്ടില്ലെന്നും കിരൺ റിജ്ജു പറഞ്ഞു. മറ്റു മന്ത്രാലയങ്ങൾ വഴി വിദ്യാർത്ഥികൾക്ക് ഇത്തരം സ്കോളർഷിപ്പു കൾ ലഭ്യമാകുന്നുണ്ടെന്നാണ് കേന്ദ്രസർക്കാരിന്റെ വാദം.
ന്യൂനപക്ഷങ്ങൾക്കെതിരേയുള്ള ഈ നടപടികൾ വിദ്യാഭ്യാസ ശക്തീകരണത്തെ പിന്തുണയ്ക്കുന്നതിനുള്ള ബിജെപി സർക്കാരിൻ്റെ ബോധപൂർവമായ അവഗണന തുറ ന്നുകാട്ടുന്നതാണെന്ന് കൊടിക്കുന്നിൽ പ്രതികരിച്ചു. അഞ്ചു വർഷത്തിനിടയിൽ 3000 കോടി രൂപയാണ് കേന്ദ്രസർക്കാർ ന്യൂനപക്ഷ സ്കോളർഷിപ്പുമായി ബന്ധപ്പെട്ട് ബജറ്റിൽ വെട്ടിക്കുറച്ചത്. കഴിഞ്ഞ അഞ്ചു വർഷം 10,432.53 കോടി രൂപ ഇതിനായി അനുവദിച്ചെങ്കിലും 7,369.95 കോടി മാത്രമാണു വിതരണം ചെയ്ത‌ത്.

The Union Budget 2025 has introduced significant cuts to several education schemes supporting students from tribal and minority communities.
The National Fellowship and Scholarship for higher education of scheduled tribe (ST) students has seen a 99.99% reduction, with its allocation dropping from ₹240 crore in the revised estimates (RE) for 2024 to just ₹0.02 crore in the budget estimates (BE) for 2025.
The government defended the cuts as part of streamlining education for minority students.
The National Overseas Scholarship Scheme has also been cut by 99.8%, falling from ₹6 crore in RE 2024 to ₹0.01 crore in BE 2025.
The Pre-Matric Scholarship for Minorities, allocated ₹326.16 crore in RE 2024, will now receive ₹90 crore, marking a 72.4% decrease. Similarly, the Post-Matric Scholarship for Minorities has been reduced by 69.9%, from ₹1,145.38 crore in RE 2024 to ₹343.91 crore in BE 2025.
The Merit-cum-Means Scholarship for professional and technical courses has seen a 42.6% reduction, from ₹33.80 crore in RE 2024 to ₹19.41 crore in BE 2025.
Other allocations have also been adjusted, including the Maulana Azad National Fellowship for minority students, which saw a 4.9% cut, from ₹45.08 crore in RE 2024 to ₹42.84 crore in BE 2025. The Free Coaching and Allied Schemes for minorities initially saw a 65% reduction, dropping from ₹10 crore in RE 2024 to ₹3.5 crore, before being revised back to ₹10 crore. The Scheme of Interest Subsidy on Educational Loan for Overseas Studies has been reduced by 46.6%, from ₹15.30 crore in RE 2024 to ₹8.16 crore in BE 2025. The Education Scheme for Madrasas and Minorities has faced a 99.5% reduction, from ₹2 crore in RE 2024 to just ₹0.01 crore.
A month ago, the Parliamentary Standing Committee on Social Justice and Empowerment, chaired by BJP lawmaker PC Mohan, criticised the ministry of minority affairs for delays in approvals and questioned the adequacy of the reduced funding.
The ministry, which has been running its scholarship programs without formal approval since 2021-22, explained that the cuts reflect a decision to focus on students in Classes IX and X, as students in Classes I-VIII are already covered under the Right to Education Act.
However, the committee expressed concerns that the new allocation may not be enough to support all eligible students.
The committee pointed out that no new schemes have been introduced to replace the Maulana Azad National Fellowship (MANF) and the Padho Pradesh Interest Subsidy Scheme that were discontinued in 2022-23 due to overlaps with other government programs.
The ministry in the responses said that more than 50% of the minority scholarship schemes recipients have been female, surpassing the 30% reservation for women in these schemes.
The government has defended the cuts as part of efforts to streamline and consolidate education programs, while the committee has called for an expansion of support initiatives, including free coaching and residential education, to ensure that minority students have access to the resources they need.

ഐഎസ്ആര്‍ഒ മുന്‍ ചെയര്‍മാനും പ്രമുഖ ബഹരികാശ ശാസ്ത്രജ്ഞനുമായ കൃഷ്ണസ്വാമി കസ്തൂരിരംഗന്‍ (84) അന്തരിച്ചു. ബംഗളൂരുവിലെ വീട്ടില്‍ വച്ചായിരുന്നു അന്ത്യം. 1994 മുതല്‍ 2003 വരെ ഐഎസ്ആര്‍ഒയുടെ ചെയര്‍മാന്‍ ആയിരുന്ന കസ്തൂരിരംഗന്‍ ഇന്ത്യന്‍ ബഹിരാകാശ മേഖലയുടെ വളര്‍ച്ചയ്ക്ക് നിരവധി സംഭാവനകള്‍ നല്‍കിയിട്ടുണ്ട്.2003 മുതല്‍ 2009 വരെ രാജ്യസഭ അംഗമായിരുന്നു. പുതിയ ദേശീയ വിദ്യാഭ്യാസ നയത്തിന്റെ മുഖ്യശില്‍പ്പിയാണ്. പശ്ചിമഘട്ട സംരക്ഷണത്തിനുള്ള ഗാഡ്ഗില്‍ കമ്മിറ്റി റിപ്പോര്‍ട്ട് പഠിക്കാന്‍ നിയോഗിക്കപ്പെട്ട സമിതിയുടെ തലവനായിരുന്നു.
കസ്തൂരിരംഗന്‍ ബഹിരാകാശ കമ്മീഷന്റെ ചെയര്‍മാനായും ബഹിരാകാശ വകുപ്പില്‍ ഇന്ത്യാ ഗവണ്‍മെന്റിന്റെ സെക്രട്ടറിയായും 9 വര്‍ഷം സേവനമനുഷ്ഠിച്ചിട്ടുണ്ട്. ഐഎസ്ആര്‍ഒയില്‍ അദ്ദേഹം ഐഎസ്ആര്‍ഒ സാറ്റലൈറ്റ് സെന്ററിന്റെ ഡയറക്ടറായും സേവനമനുഷ്ഠിച്ചു. പുതുതലമുറ ബഹിരാകാശ പേടകങ്ങളായ ഇന്ത്യന്‍ നാഷണല്‍ സാറ്റലൈറ്റ് സിസ്റ്റം, ഇന്ത്യന്‍ റിമോട്ട് സെന്‍സിംഗ് ഉപഗ്രഹങ്ങള്‍, ശാസ്ത്രീയ ഉപഗ്രഹങ്ങള്‍ എന്നിവയുടെ വികസനത്തിന് മേല്‍നോട്ടം വഹിച്ചു. ഇന്ത്യയുടെ ആദ്യത്തെ രണ്ട് പരീക്ഷണാത്മക ഭൗമ നിരീക്ഷണ ഉപഗ്രഹങ്ങളായ ഭാസ്‌കര-I, II എന്നിവയുടെ പ്രോജക്ട് ഡയറക്ടറായും അദ്ദേഹം സേവനമനുഷ്ഠിച്ചിട്ടുണ്ട്. ജെഎന്‍യു ചാന്‍സലറായും പ്രവര്‍ത്തിച്ചിട്ടുണ്ട്.
അദ്ദേഹത്തിന്റെ നേതൃത്വത്തിലായിരുന്നു ഇന്ത്യയുടെ അഭിമാനകരമായ വിക്ഷേപണ വാഹനങ്ങളായ പോളാര്‍ സാറ്റലൈറ്റ് ലോഞ്ച് വെഹിക്കിള്‍ , ജിയോ സിന്‍ക്രണസ് സാറ്റലൈറ്റ് ലോഞ്ച് വെഹിക്കിള്‍ (ജിഎസ്എല്‍വി) എന്നിവയുടെ വിജയകരമായ വിക്ഷേപണവും പ്രവര്‍ത്തനക്ഷമമാക്കലും ഉള്‍പ്പെടെ നിരവധി പ്രധാന നാഴികക്കല്ലുകള്‍ സ്വന്തമാക്കിയത്. ഇദ്ദേഹത്തിന്റെ സംഭാവനകള്‍ മാനിച്ച് രാജ്യം പത്മശ്രീ(1982), പത്മഭൂഷണ്‍(1992), പത്മ വിഭൂഷണ്‍(2000) എന്നി പുരസ്‌കാരങ്ങള്‍ നല്‍കി ആദരിച്ചു.
1940 ഒക്ടോബര്‍ 24 ന് എറണാകുളത്ത് സി എം കൃഷ്ണസ്വാമി അയ്യരുടെയും വിശാലാക്ഷിയുടെയും മകനായാണ് കസ്തൂരിരംഗന്‍ ജനിച്ചത്. കസ്തൂരിരംഗന്റെ പൂര്‍വ്വികര്‍ തമിഴ്നാട്ടില്‍ നിന്നുള്ളവരും പിന്നീട് കേരളത്തിന്റെ വിവിധ ഭാഗങ്ങളില്‍ സ്ഥിരതാമസമാക്കിയവരുമാണ്.

Former Indian Space Research Organisation (Isro) chairman K Kasturirangan passed away in his Bengaluru residence on Friday.
According to a statement by Isro, Kasturirangan died at 10.43 am. His body will be kept at Raman Research Institute in Bengaluru on Sunday, April 27 between 10 am and noon, for the public to pay respect.
He led the Isro, the Space Commission, and the Department of Space for over nine years. He stepped down from office on August 27, 2003.
Prime Minister Narendra Modi remembered the former Isro chief as a visionary leader and said, “I am deeply saddened by the passing of Dr. K. Kasturirangan, a towering figure in India’s scientific and educational journey. His visionary leadership and selfless contribution to the nation will always be remembered.”
He added that Dr. Kasturirangan served Isro with great diligence, steering India’s space programme to new heights, for which we also received global recognition. “His leadership also witnessed ambitious satellite launches and focussed on innovation,” the prime minister said.
Known as the man behind the education reforms, Kasturirangan served as chancellor of the Jawaharlal Nehru University and chairman of the Karnataka Knowledge Commission. He also served as a member of the Rajya Sabha from 2003 to 2009 and as a member of the then Planning Commission of India.
He also served as Director of the Isro Satellite Centre, where he was involved in developing INSAT-2, IRS-1A/1B, and scientific satellites.
He was the Project Director for India’s first earth observation satellites, Bhaskara I and II, and oversaw major milestones like the PSLV and GSLV launches. He has been conferred Padma Shri, Padma Bhushan, and Padma Vibhushan for his contributions.
An astrophysicist by training, his research interests included high-energy X-ray and gamma ray astronomy. He made significant contributions to studies on cosmic X-ray sources, celestial gamma rays, and their effects on Earth’s atmosphere.
