The U.S. imposes travel restrictions on seven countries over Omicron variant
Washington: President Joe Biden imposed fresh travel restrictions on nations in southern Africa on Friday, joining efforts by other countries to try and slow the spread of a potentially potent new Covid-19 variant that’s roiled global markets.
The administration will restrict travel from South Africa and seven other countries starting on Monday, according to senior administration officials. In a statement, Biden called the decision a “precautionary measure until we have more information.”
In addition to South Africa, the restrictions affect Botswana, Zimbabwe, Namibia, Lesotho, Eswatini, Mozambique and Malawi. The policy doesn’t apply to American citizens and lawful permanent residents, though they must still test negative before travel to the U.S., according to administration officials.
The ban may fuel concerns about the variant, which triggered a market sell-off as investors parsed emerging data about its potency and how quickly it spreads. The S&P 500 closed 2.3% lower during an abbreviated session on Friday, the biggest one-day drop since February, and the tech-heavy Nasdaq 100 Index lost 2.1%. The Bloomberg EMEA Airlines Index sank 11.3% on the day.
Biden told reporters the new variant is of “great concern” because “it seems to spread rapidly.” But he said he was “not at all” concerned about investors selling shares because it was “expected — they always do when Covid rises.”
The World Health Organization listed the mutated virus, now named Omicron, as a “variant of concern” Friday as a growing list of nations moved to block travel from the region. Countries across Europe halted air travel from southern Africa earlier in the day, as did Canada.
‘Global vaccinations’
“As we move forward, we will continue to be guided by what the science and my medical team advises,” Biden said in a statement. “The news about this new variant should make clearer than ever why this pandemic will not end until we have global vaccinations.”
The announcement is a reversal of course for Biden’s administration, which earlier this month abandoned country- or region-specific measures and replaced it with a system that hinges on a traveler’s vaccination status. Friday’s announcement leaves the U.S. with a hybrid system of travel bans on unvaccinated foreigners as well as a broader ban on the eight countries designated Friday, which have comparatively lower vaccination levels.
The administration didn’t immediately detail its restrictions, including what exemptions were considered and whether people from the affected countries could enter if they spent a particular period of time in another region beforehand.
Anthony Fauci, one of Biden’s top health advisers, said earlier Friday that officials would act after reviewing scientific data with counterparts in South Africa. Biden said he made the decision after a briefing by Fauci and members of his Covid-19 response team.
American health officials spoke with their South African counterparts midday New York time on Friday to gather medical and scientific data about the newly discovered variant. The administration remains in touch with health experts across southern Africa to learn more about the variant.
Biden again urged Americans to get vaccinated, and to get booster shots, to bolster their own protection. All U.S. adults are eligible for boosters six months after their second dose, or two months after receiving Johnson & Johnson’s one-dose vaccine.
Biden also called on other nations to step up donations of vaccines and for a World Trade Organization ministerial meeting next week “to waive intellectual property protections for Covid vaccines, so these vaccines can be manufactured globally.”
European Commission President Ursula Von der Leyen proposed activating an emergency ban for air travel from southern Africa until there’s a clearer understanding of the potential dangers. The U.K. also closed the routes, though no cases of the new variant have yet been detected in the country.
The fear is that the mutated new coronavirus may be more resistant to vaccinations or the body’s own immune response after earlier infections.
It’s not clear how significant a new U.S. ban on flights from southern Africa would be in itself. There are only a handful of direct flights between the U.S. and South Africa. The overall market between that region of Africa and the U.S. is also relatively small compared to domestic travel and other international destinations, such as Europe.
The bans are being enacted under section 212(f) of the Immigration and Nationality Act, one official said, the same law that the U.S. used to restrict direct travel from Europe and elsewhere earlier on in the pandemic.

New FASTag rules, imposing extra penalties on users with low balance, delayed payments or blacklisted tags, will come into force from Monday.
The National Payments Corporation of India (NPCI) and the Ministry of Road Transport and Highways have issued some key changes to the FASTag ecosystem, aiming to streamline toll payments, reduce disputes and curb frauds.
Starting February 17, new FASTag rules will affect users who delay payments or have blacklisted tags.
If a FASTag has been inactive for more than 60 minutes before the vehicle crosses the toll and remains inactive up to 10 minutes after passing, the transaction will be declined.
The system will reject such payments with “error code 176”. This rule is set to be implemented from February 17.
Apart from this, there are also changes in terms of the Chargeback process and cooling period as well as transaction rejection rules to streamline toll payments and reduce disputes.

Starting February 17, new FASTag rules will affect users who delay payments or have blacklisted tags.New Delhi:
According to new guidelines, FASTag users may incur additional charges if their toll transactions are processed beyond 15 minutes from the time the vehicle passes the toll reader.
According to updated National Electronic Toll Collection (NETC) guidelines, if a transaction is delayed and the user’s FASTag account has insufficient balance, the toll operator will be held responsible.
However, if the amount is deducted, users can dispute the charge, but only after a mandatory 15-day cooling period.
Users can ensure sufficient balance in the FASTag wallet before travelling, monitor transaction times to check for delays in deduction, and stay informed about FASTag status to prevent rejections due to inactivity.
As per the NPCI circular published on January 28, the FASTag balance validation will follow a stricter schedule.
Previously, users could recharge their FASTag at the toll booth and still pass through. Because of this, users must verify their FASTag status well in advance.
According to latest NPCI data, FASTag transactions grew by 6 per cent in December last year to 382 million, against 359 million in November.
The value also increased by 9 per cent to Rs 6,642 crore in December against Rs 6,070 crore in November.

The UAE’s expanded visa-on-arrival programme for Indian nationals with effect from February 13 has extended the facility to Indian nationals residing in more countries.
The facility will be applicable to those with valid visas, residence permits or Green Cards from six new countries.
Which are the countries?
Accordingly, Indian citizens holding ordinary passports and valid visas, residence permits, or Green Cards from Singapore, Japan, South Korea, Australia, New Zealand and Canada, will be granted visas upon arrival at all UAE entry points. These are in addition to the previously eligible nations, namely the US, European Union, UK.
Who is eligible?
Individuals from eligible countries will receive the visa on arrival in the UAE, provided their passport is valid for at least six months and they fulfill the applicable visa fees as per UAE regulations.
What is the fee?
The entry visa fee for a 14-day stay is Dh100, with an option to extend for an additional 14 days at a cost of Dh250. Additionally, a 60-day visa is available for Dh250.
Why this initiative?
Major General Suhail Saeed Al Khaili, Director General of the Federal Authority for Identity, Citizenship, Customs, and Port Security (ICP), has emphasised that granting visa on arrival to Indian nationals holding visas from some countries aligns with the long-term strategic partnership between the UAE and India.
The initiative aims to facilitate smoother travel for Indian citizens, offering them and their families new opportunities to explore life, residency, and employment prospects in the UAE.
Additionally, it provides an opportunity to experience the country’s world-class tourism, economic landscape, and dynamic business environment, while also attracting top global talent and entrepreneurs—further solidifying the UAE’s status as a global financial, tourism, and economic hub, the ICP noted.
India has also signed visa exemption agreements with several countries for holders of diplomatic and official passports, including the UAE, where such passport holders are exempt from visa requirements for stays of up to 90 days.
