അമ്മാൻ: ജോർദാനിലെ ക്രൈസ്തവർക്ക് അവരുടെ സ്വത്ത് കൈമാറ്റത്തിന് നിർബന്ധിത ശരീഅത്ത് നിയമങ്ങൾ ഒഴിവാക്കാനും നിയമപരമായി കുട്ടികളെ ദത്തെടുക്കാനും അനുമതി നൽകുന്ന ഭേദഗതികൾക്ക് ജോർദാൻ കാബിനറ്റ് അംഗീകാരം നൽകി. ജോർദാന്റെ ചരിത്രത്തിൽ ആദ്യമായാണ് ക്രൈസ്തവ സമൂഹത്തിന് ഇത്തരമൊരു സുപ്രധാന ഇളവ് ലഭിക്കുന്നത്.
നിലവിലെ ശരീഅത്ത് നിയമപ്രകാരം ആൺമക്കൾക്ക് പെൺമക്കളുടെ ഇരട്ടി വിഹിതം ലഭിക്കുകയും, പെൺമക്കൾ മാത്രമുള്ള കുടുംബങ്ങളിൽ സ്വത്തിൻ്റെ ഒരു ഭാഗം പുരുഷ കസിൻമാർക്ക് ലഭിക്കുകയും ചെയ്തിരുന്നു. പുതിയ നിയമപ്രകാരം സഭാ കോടതികൾ വഴി സാക്ഷ്യപ്പെടുത്തിയ ഒസ്യത്ത് നൽകി ഈ നിയമങ്ങളിൽ നിന്ന് ഒഴിഞ്ഞുമാറാൻ ക്രൈസ്തവർക്ക് സാധിക്കും.

Jordan’s Cabinet approved amendments that would allow Christians to bypass mandatory Sharia inheritance rules for the first time, and to legally adopt Christian children.
The amendments, forwarded to Parliament for approval, address a long-standing issue facing Jordan’s Christians: under current Sharia law, male heirs receive twice the share of female siblings, and in families with only daughters, part of the estate passes to a male cousin. The new measures would let Christians opt out by issuing a verified will through their ecclesiastical courts.
Retired Maj. Gen. Imad Ma’ayeh, head of the Evangelical Churches in Jordan, told Christian Daily International that he welcomes the government’s decision, considering the legalization of wills and adoption an excellent step forward. “Although we would have preferred full equality in inheritance between men and women, the government’s decision is a good step forward. Furthermore, legalizing adoption for Christian families is a merciful solution that addresses the problems of many families, and provides legal shelter for Christian children,” he told Christian Daily International.
Engineer Nidal Qaqish, a member of the Orthodox Society in Jordan who played an active role in the process, told CDI that the government’s approval of the change is intended to protect family rights, especially those of families with only female children. In the current application of Islamic Sharia, part of the inheritance of a family with only female children goes to a male cousin.
Qaqish said the initiative began nearly two years ago through work led by Senator and former Deputy Prime Minister Dr. Raja’i Muashar and involved a voluntary committee that communicated with Christian MPs and senators, as well as church figures. The existing mandatory Sharia law gives males twice the portion of inheritance given to their female siblings.
He emphasized that a will would not be mandatory for all. “A will is not mandatory, and anyone who does not want to organize their inheritance through a will has the right to do so, but in such a case, the inheritance will be distributed according to Sharia Law,” he said.
While a majority of Jordanian Christians have been calling for regulation giving equal distribution of inheritance to both male and female children, a number of Jordanian landowners and tribal leaders, who are largely men, have opposed any change that would weaken the current male-biased system.
Member of the Jordanian Parliament Hayel Ayash told Milhilard.net, a Christian news website, that the bill provides Christian families with greater flexibility in organizing the distribution of inheritance in accordance with the testator’s wishes and within the framework of regulations to be established by law and relevant systems. “This is a positive step that many members of the Christian community in the Kingdom had long awaited,” he said. He also emphasized that the amendments reflect the Jordanian state’s approach of respecting the privacy of all segments of society and empowering each group to manage its affairs according to its religious and social specificities.
Father Rifaat Bader, a Catholic priest who runs Abouna.org, told CDI that while he welcomes the decision, he feels disappointed that it did not go far enough to ensure equality between males and females, as the majority of Jordanian Christians want.
Qaqish argued that the will can help protect women’s rights in inheritance matters. He said it is also intended to address circumstances in which families do not have male children, allowing the will to include daughters and the mother in a way that is both legal and consistent with Christian belief in the equality between men and women.
In his interview with CDI, Qaqish said the will gives its owner the authority to distribute the inheritance as they see fit, within the limits of protecting children’s inheritance rights. “When organizing a will, its owner has the authority to distribute their inheritance in the way they see fit, except for totally depriving any of their children of inheritance,” he said.
In a direct reference to evangelical churches, Qaqish said there is an effort to find solutions for churches that issue marriage certificates but lack an ecclesiastical court for matters such as divorce, inheritance and adoption. He pointed to discussions involving representatives of evangelical churches and the World Evangelical Alliance to unify the legal framework for Christians so that personal status mechanisms are available to all without exception.
He added that adoption would be addressed for the first time in Jordan as part of the reform, aiming to organize adoption within Christian families in a manner suited to the nature of the issue. On whether adoption could include children from countries such as Egypt or Syria, Qaqish said that at this stage, officials do not want to enter scenarios involving other countries.
Qaqish said he hopes the law will take effect within six to seven months and called for unity among Christians despite denominational differences. “I hope the Christians have one heart, and that we work together — no matter the differences in our denominations or convictions — for the interest of everyone and the good of the entire society,” he said.

A new report from Equipping The Persecuted looks at the crisis factors behind the ongoing killings of Christians in Nigeria.
Between January 1 and September 8 of this year, the group verified that at least 4,216 Christians were killed. That comes to nearly 17 people per day, or one every 86 minutes.
Greg Kelley with Unknown Nations says that Fulani militants have become the leading source of violence.
“It’s the largest unreached nomadic people group in the world,” says Kelley. “They are the ones [who] have tremendous influence as a people across Nigeria and these other parts of Africa.”
How should the Body of Christ respond? Kelley says to support local missionaries ready to reach northern Nigeria.
“Nigeria has more Christians in it than any country in the entire continent of Africa. Over 100 million Christians,” he says.
“If you went right in the middle of Nigeria and [divided] it, you would find all of the Christians, for the most part, are in the south. Whereas in the north, where all of these horrific stories of persecution and attacks and kidnappings are taking place in the north, which is almost exclusively Muslim, to the tune of 100 million.”
Kelley recently returned from a trip to visit partners in northern Nigeria. He says there are dozens and dozens of Nigerian believers ready to go to the north with the hope of Christ.
“They just need a motorcycle. They need resources so they can do training. They need our solar-powered audio Bible that we distribute in dozens of Nigerian languages,” says Kelley. “They need resources, but they are willing to go.”
Unknown Nations has been involved in northern Nigeria’s challenges for 25 years. Join them in praying over Muslim people groups like the Fulani, Hausa, and Kanuri.
“I would challenge people to change their vocabulary when they pray,” says Kelley. He says to name specific people groups in our prayers rather than pray for Nigeria in general terms.
Prayer is the first way to partner with Unknown Nations’ network in the spiritual battle. Financial support will also help to press this mission forward.
“Coming alongside the local indigenous work that God is doing among Nigerians is really the answer to this horrible issue,” says Kelley. “We need to be strategic in our prayers and in our mobilization of resources.”

The rules apply to several categories of applicants, including those seeking temporary residence, permanent residence and refugee or asylum status. People applying to extend their stay in Canada may also need to provide biometrics unless they are from a visa-exempt country.
For Indian applicants seeking Canadian visas or permits, understanding when biometrics are required can help avoid delays or confusion during the application process.
Who needs to give biometrics for Canada visa?
Applicants for temporary residence generally need to provide fingerprints and a photograph unless they qualify for an exemption. This includes people applying for visitor visas, study permits and work permits.
Permanent residence applicants also generally need to provide biometrics.
IRCC lists several exemptions. Canadian citizens, citizenship applicants and existing permanent residents do not need to provide biometrics. Children under 14 and applicants over 79 are also exempt, although there is no upper-age exemption for asylum claimants.
People visiting Canada who only need an electronic travel authorization, or eTA, are exempt as well.
Other exemptions apply to certain heads of state and government, people holding or qualifying for diplomatic or official visas, and US visa holders transiting through Canada.
Applicants for a visitor visa, study permit or work permit may also be exempt if they have already provided biometrics as part of a permanent residence application that is still being processed.
How much does Canada biometrics cost?
IRCC currently charges CAN$85 for an individual applicant to provide biometrics.
Families applying at the same time can pay a maximum combined fee of CAN$170. The family rate applies to spouses or common-law partners and dependent children, subject to IRCC’s eligibility rules.
Groups of three or more performing artists and their staff applying for work permits at the same time have a maximum combined biometrics fee of CAN$255.
There is no biometrics fee for applicants seeking a transit visa.
What happens after biometrics?
Applicants who are required to provide biometrics must follow IRCC’s instructions on when and where to complete the process. Canada has designated biometrics collection locations where applicants can have their fingerprints and photograph collected.
IRCC says the fingerprints and photograph are used to confirm identity and may also be used in assessing the immigration application.
The biometrics requirement is therefore an important step for Indians and other foreign nationals applying to study, work, visit or settle in Canada. Applicants should check their individual circumstances and exemptions before assuming that a previous biometric submission means they do not need to provide the information again.
