ICC Releases 2025 Global Persecution Index

Washington — International Christian Concern (ICC) has released its renamed and revamped annual report for the new year.
ICC’s 2025 Global Persecution Index offers an in-depth analysis of drivers of persecution in 20 countries, complete with stories of Christians enduring persecution for their faith in Christ.
“ICC examined every corner of the world to identify the worst of the worst areas of persecution,” ICC President Jeff King said. “Approximately 300 million Christians worldwide face persecution of all types, including imprisonment, torture, and assassination.”
Formerly known as the Persecutors of the Year, the new and improved report examines trends that have created the realities that Christians face worldwide and offers ways readers can support persecuted Christians through prayer, advocacy, and action. The comprehensive report is also geared toward decision-makers on Capitol Hill, journalists, and stakeholders.
Recent developments highlighted in the 2025 Global Persecution Index include the following:
Persecution in Nicaragua has worsened dramatically, with increased government hostility toward Christians.
In India, Hindu nationalism has intensified, stripping away the rights of Christians and other religious minorities through anti-conversion laws and mob violence.
Christians in the DRC, Nigeria, and regions throughout the Sahel face horrific attacks and displacement.
The Global Persecution Index also examines ongoing trends reshaping the landscape of religious freedom, such as the dramatic rise of authoritarianism, mass displacement, and religious nationalism. Emerging trends are explored, too, such as regimes targeting Christians across borders and the increasing use of technology to surveil and oppress believers.
There are hopeful trends as well. The Global Persecution Index includes stories of resilience and church growth — even in the most oppressive environments — like Iran and Indonesia.

‘We … Live in Fear’: Muslim Extremists Kill 5 Christians During Bible Study in Nigeria

In Nigeria, Christians make up just under half of the population, yet they endure a majority of the persecution. On Friday, Fulani herdsmen reportedly killed five Christians and wounded three others during a Bible study in the north-central region of the African country.
A group of “Fulani bandits” attacked devout believers at around 3:30 in the afternoon on Friday as they were studying Scripture at an Evangelical Church of West Africa (ECWA) in Nigeria’s Kaduna state. They killed Victor Haruna, Dogara Jatau, Luka Yari, Jesse Dalami and Bawu John.
Resident Philip Adams identified those killed in the attack in a text message to the news outlet. He also identified the three wounded as Samuel Aliyu, Philip Dominic, and Jacob Hussaini.
Another resident, Happiness Daniel, told Morning Star News fear has become a way of life for those living in Kaduna state. Those living in Kajuru County, which is largely Christian and predominantly farming territory, have faced intense persecution at the hands of Fulani herdsmen. The city, according to local reports, has seen 110 kidnappings in the last six months.
“This is the present predicament of most communities within Kajuru and Kachia Local Council Areas in southern part of Kaduna state,” the resident said. “We constantly live in fear every day. We can’t sleep in our homes and we can’t go to farms.”
In its most recent report, published in March, the United States Commission on International Religious Freedom (USCIRF) once again recommended Nigeria for designation as a Country of Particular Concern (CPC) by President Donald Trump or Secretary of State Marco Rubio.
It found religious freedom remains “poor” in Nigeria, noting, in 2024, “federal and state governments continued to tolerate attacks or fail[ed] to respond to violent actions by non-state actors who justify their violence on religious grounds.”
At the end of first term in office, in December 2020, Trump’s administration designated Nigeria as a CPC through then-Secretary of State Mike Pompeo. However, in November 2021, then-President Joe Biden removed the designation through his secretary of State, Antony Blinken. The move was widely condemned by advocates of religious freedom and by the USCIRF, which called the decision “appalling.”
It was never made clear why the Biden White House reversed Nigeria’s classification as a CPC. The move, though, followed a trip Blinken made to Nigeria, which, prior to Trump’s first term, had never been designated a CPC despite its long history of Christian persecution.
Nina Shea, a senior fellow and director of the Center for Religious Freedom at the Hudson Institute, testified before the House Foreign Affairs Subcommittee on Africa in March of this year, urging the U.S. government to re-designate Nigeria as a CPC.
“[M]ilitant groups of nomadic Fulani Muslim herders are reported to be the greatest threat to Nigeria’s Christians, particularly those in Middle Belt farming communities,” she told lawmakers. “That central area is the intersection of Nigeria’s mostly Muslim North with its mostly Christian South. In Benue, Plateau, Kaduna, and other Middle Belt states, thousands of Christians have been killed, maimed, and raped and millions of them have been driven from their lands and are now homeless, due to Fulani attacks. This is the heart of Nigeria’s breadbasket, and, as their farming families are slaughtered or forced to flee , the region’s suffering is compounded by growing mass hunger.”
Nigeria, according to some expert analyses, is the center of Christian persecution.
“There are more Christian martyrs in Nigeria than anywhere else on earth. Ninety percent of Christians who have been killed for their faith over the last year have been murdered in Nigeria,” Megan Meador, communications director for Alliance Defending Freedom International, told Crux in 2023.
Of the 5,500 Christians killed for their faith in 2022, 90% were Nigerian.
Open Doors, an international nonprofit tracking Christian persecution worldwide, lists Nigeria as No. 7 on its World Watch List.
“While Christians used to be vulnerable only in the Muslim-majority northern states, this violence continues to spread into the Middle Belt and even further south,” Open Doors reported. “The attacks are shockingly brutal. Many believers are killed, particularly men, while women are often kidnapped and targeted for sexual violence. More believers are killed for their faith in Nigeria than anywhere else in the world.”

Travel agencies in Oman have confirmed that new regulations require applicants for 30-day tourist and visit visas to the United Arab Emirates to submit hotel booking confirmations and return flight tickets at the time of application, according to the Times of Oman.
Previously, travellers needed only a valid passport and a photograph. Under the updated requirements, all applications must now be submitted via the UAE’s websites of ICP and GDRFA, or through the ICP App and Dubai Now with supporting documents, including confirmed accommodation and return travel plans.
“Travel agencies have been instructed to submit hotel and flight tickets with every visa application,” Soumava Mukherjee, General Manager of Travel City–Travel Point LLC, told the Times of Oman.
“If not, applications may face delays or even rejection.” Mukherjee added that individuals staying with relatives in the UAE must also submit a copy of a house lease agreement from their host.
The changes come alongside rising visa costs. What once cost OMR30 is now being charged at rates between OMR40 and OMR50, depending on the agency. “Travel agents have started charging anything in between OMR40 and OMR50 for the UAE visa,” said T. Sudheer, an Indian expatriate currently applying for a visa.
The new requirements apply to both tourist and visit visa categories. According to Taufiq Uzzaman, Managing Director of Taufiq Travel and Tourism in Ruwi, the UAE authorities have introduced the policy as part of broader efforts to streamline visa processing and enhance regulatory compliance.
“This change, applicable to both tourist and visit visas, aims to streamline the process and ensure compliance,” Uzzaman told to the Times of Oman.

Asif Pervaiz, a 42-year-old Pakistani Christian, has been in prison for 12 years after being sentenced to death for blasphemy by a Lahore court in 2020. This is just one of many cases in which the accusations are false and an innocent person has been accused. Today, his family denounces to Fides the delays in the Pakistani justice system: “Last April, finally, thanks to lawyer Saif-ul-Malook, a date for the appeal was set. But the judge canceled it unexpectedly and without giving any reason,” said Waseem Anwar, the convicted man’s brother, who had to move with his family and Asif Pervaiz’s family for security reasons, fearing reprisals that can occur against relatives of those accused of blasphemy.
Waseem Anwar, who, like his brother, works in a textile factory, also cares for Asif’s wife and their four children. The incident underlying the verdict occurred in 2013 in the textile factory where Asif worked. Someone took his cell phone and sent blasphemous text messages. “It was his co-workers who did this out of envy, jealousy, and contempt for Christians,” says Waseem. “Unfortunately, the court at first instance rejected Asif’s statement denying the allegations and sentenced him to death.” Asif Pervaiz had also reiterated that the supervisor at his factory had confronted him and asked him to convert to Islam, which he refused. Muhammad Saeed Khokher, the plaintiff, however, denied that he wanted to convert Parvaiz. Following the conviction at first instance, the family sought assistance in organizing the appeal process.
However, a new trial has not yet been opened. “Cases of false accusations of blasphemy can also lead to a positive outcome after a long trial,” Catholic lawyer Khalil Tahir Sandhu, who has defended many victims in court, told Fides. “However, the fact remains that innocent defendants often spend many years in prison, and their families suffer irreparable damage, without compensation and without punishment for those who make false accusations,” he notes. Among the cases with positive outcomes, on July 8, a court in Lahore acquitted two young Christians of a false blasphemy charge that arose from a minor dispute. Adil Babar and Simon Nadeem were 18 and 14 years old, respectively, when they were charged in 2023 and have now been acquitted two years later. The case of a Catholic who was acquitted of blasphemy charges after 23 years in prison caused a stir. Anwar Kenneth, now 71, was arrested in 2001 for alleged blasphemy and sentenced to death by a Lahore court in July 2002. Last June, after reviewing the case, the Supreme Court finally ordered his acquittal on the grounds that he was mentally ill. A report by the human rights organization Human Rights Watch, titled “A Conspiracy to Grab the Land,” published in June 2025, states: “Pakistan’s blasphemy laws are discriminatory, deny non-Muslims equality before the law, and encourage violence against anyone accused of the crime.
Blasphemy is a crime officially punishable by death in Pakistan, and the laws have long been used to pursue personal vendettas and persecute members of religious minorities with serious consequences. A simple accusation of blasphemy can mean a death sentence: dozens of people have been killed in mass violence over the past decade based on blasphemy allegations.” The text continues: “People who make blasphemy allegations often do so for economic reasons, such as acquiring land owned by others. Although victims of blasphemy allegations and the violence resulting from the law come from all socioeconomic and religious groups in Pakistan, most victims come from marginalized groups.” These groups are often unable to afford defense for economic reasons: “A deep-rooted prejudice in the criminal justice system leads to miscarriages of justice against people accused of blasphemy. Authorities almost never bring to justice those who commit violent acts in the name of blasphemy, while those charged under discriminatory laws – usually without evidence – suffer long pretrial detentions, lack of due process, and unfair trials that can lead to years in prison.”
