India offers relief to persecuted minorities in its neighborhood
People from minority religions in Pakistan, Afghanistan, or Bangladesh who fled persecution and reached India by the end of last year can legally stay and seek citizenship, the government has announced.
India’s federal home ministry said on Sept. 3 that Sikhs, Jains, Parsis, Buddhists, and Christians from neighboring Muslim-majority areas are exempt from passport and visa requirements.
The announcement extends the deadline by 10 years. Previously, only religious minorities who arrived in India on or before Dec. 31, 2014, were eligible to stay and apply for Indian citizenship, according to the Citizenship Amendment Act (CAA), which became effective last March.
The latest relaxation provides such protection to religious minorities who entered India on or before Dec. 31, 2024, guaranteeing they will not face penalties for lacking or holding expired legal documents.
The move is reportedly aimed at helping several thousand people, especially Hindus from Pakistan who crossed into India to escape persecution at home but feared deportation by Indian authorities.
India lacks an accurate count of refugees from neighboring countries living in the country, according to the federal Home Ministry.
It, however, said that “as per available information, more than 30,000 persons belonging to such minority communities from these countries are staying in India on long-term visas.”
The move was made in response to longstanding appeals from groups representing displaced people from Pakistan and Bangladesh, media reports said, citing government sources.
“The Indian government has made a right and laudable decision, which will surely benefit more members of persecuted communities from our neighboring countries,” said Father Babu Joseph, a Divine Word priest based in New Delhi.
The priest noted that India has previously hosted refugees from various countries, and it’s well-documented that religious minorities in some neighboring nations face persecution for their faith.
“Naturally, the targeted communities seek safer places to live and practice their beliefs, and they have chosen India. The current government has decided to protect them and their interests with this move,” Joseph, a former spokesperson of the Catholic Bishops Conference of India (CBCI), told UCA News on Sept. 4.
A C Michael, a former member of the Delhi State Minorities Commission, welcomed the decision, saying, “It will benefit the refugees who are living like stateless persons in this country.”
He, however, sought the Indian government’s attention to the dire condition of refugees from another neighboring country — the civil war-torn Myanmar — who continue to be deported, “just because they are not covered under the CAA.”
Michael added that the new citizenship law only recognizes religious minorities facing persecution in the three Muslim-majority countries.
Political opponents of India’s ruling Bharatiya Janata Party claimed that the decision was intended to benefit the pro-Hindu party, as most of these refugees are Hindus from Pakistan or Bangladesh.
“The BJP, a strong supporter of Hindu dominance, is intentionally using the CAA to increase its vote share, and its motive is purely political rather than humanitarian,” said a political observer who did not want to be named.
Effectively, the CAA ringfences Muslim identity by declaring India a welcome refuge to all other religious communities, he added.
