മതപരിവര്‍ത്തന നിരോധന ബില്‍ പിന്‍വലിച്ചു ഗോവന്‍ സര്‍ക്കാര്‍

ഗോവ: ശക്തമായ പ്രതിഷേധം ഉയര്‍ന്നതിനെ തുടര്‍ന്ന് മതപരിവര്‍ത്തന നിരോധന ബില്ലില്‍നിന്നും പിന്തിരിഞ്ഞ് ഗോവന്‍ സര്‍ക്കാര്‍. ഗോവ മന്ത്രിസഭ ബില്ലിന് അംഗീകാരം നല്‍കി ദിവസങ്ങള്‍ക്കുള്ളിലാണ് ഈ നാടകീയ മാറ്റം എന്നതാണ് ശ്രദ്ധേയം.

ഗോവ നിയമസഭയുടെ നിലവിലുള്ള വര്‍ഷകാല സമ്മേളനത്തിന്റെ അജണ്ടയില്‍ ഉള്‍പ്പെടുത്തിയിരുന്ന മതപരിവര്‍ത്തന നിരോധന ബില്‍ സര്‍ക്കാര്‍ പിന്‍വലിച്ചിരിക്കുകയാണ്. ബില്ലിനെതിരെ ഗോവയിലെ കത്തോലിക്ക സഭയും പ്രതിപക്ഷവും ശക്തമായ പ്രതിഷേധമാണ് ഉയര്‍ത്തിയത്. ഭരണപക്ഷ ത്തുനിന്നുതന്നെ എതിര്‍പ്പുകള്‍ ഉയര്‍ന്നിരുന്നു.

നിയമസഭാ നടപടികള്‍ ആരംഭിക്കുന്നതിന് തൊട്ടുമുമ്പ് ഭരണപക്ഷത്തെ കത്തോലിക്കാ എംഎല്‍ എമാരുമായി മുഖ്യമന്ത്രി പ്രമോദ് സാവന്ത് ചര്‍ച്ച നടത്തുകയും ബില്‍ അവതരിപ്പിക്കേണ്ടതില്ലെന്ന് തീരുമാനിക്കുകയുമായിരുന്നു. നിയമസഭാ കാര്യസൂചികയില്‍നിന്ന് ബില്‍ ഒഴിവാക്കുകയും ചെയ്തു.

സമ്മര്‍ദ്ദം, സ്വാധീനം, പ്രലോഭനം, വിവാഹം, എന്നിവയിലൂടെയുള്ള മതപരിവര്‍ത്തനങ്ങളാണ് നിരോധിക്കാന്‍ ലക്ഷ്യമിട്ടിരുന്നതെന്നാണ് ഗവണ്‍ മെന്റ് വാദമെങ്കിലും ബില്ലിലെ വ്യവസ്ഥകള്‍ ഏതുവിധത്തില്‍ വേണമെങ്കിലും വളച്ചൊടിക്കാന്‍ കഴിയുന്നതാണ്. അതുകൊണ്ടുതന്നെ ഗവണ്‍മെന്റിന്റെ ഉദ്ദേശ്യശുദ്ധിയില്‍ സംശയങ്ങള്‍ തുടക്കംമുതല്‍ ഉയര്‍ന്നിരുന്നു. ഈ നിയമപ്രകാരമുള്ള കുറ്റങ്ങള്‍ക്ക് ജീവപര്യന്തം തടവും കുറഞ്ഞത് 50,000 രൂപ പിഴയും അടക്കമുള്ള കടുത്ത ശിക്ഷകളും വ്യവസ്ഥ ചെയ്തിരുന്നു.

വിവാഹം നടത്തുന്ന പുരോഹിതന്മാര്‍ക്കും 3 മുതല്‍ 10 വര്‍ഷം വരെ തടവുശിക്ഷ ലഭിക്കാവുന്ന വ്യവസ്ഥകളും ബില്ലില്‍ ഉള്‍പ്പെടുത്തിയിരുന്നു. ഇരകളായി കണക്കാക്കപ്പെടുന്നവര്‍ക്ക് 5 ലക്ഷം രൂപ വരെ നഷ്ടപരിഹാരം നല്‍കാനും ബില്ലില്‍ വ്യവസ്ഥഉണ്ടായിരുന്നു. ഇതിന്റെ പിന്നില്‍ ഗൂഢലക്ഷ്യങ്ങള്‍ ഉണ്ടെന്നും പണം ലഭിക്കുന്നതിനായി വ്യാജപരാതികള്‍ ഉയരാനുള്ള സാധ്യതകളുണ്ടെന്നും നിരീക്ഷകര്‍ ചൂണ്ടിക്കാട്ടി.

മതപരിവര്‍ത്തന നിരോധന നിയമം പ്രാബല്യത്തില്‍ വന്നിട്ടുള്ള സംസ്ഥാനങ്ങളില്‍ പ്രാര്‍ത്ഥനാ സമ്മേളനങ്ങളോ കണ്‍വന്‍ഷനുകളോ നടത്താന്‍ കഴിയാത്ത സാഹചര്യമാണ് ഉള്ളത്. ദേവാലയങ്ങളില്‍ നടക്കുന്ന ചടങ്ങുകള്‍പോലും നിര്‍ബന്ധിത മതപരിവര്‍ത്തനമാണെന്ന് ആരോപിച്ച് കേസുകള്‍ നല്‍കുകയും അതില്‍ പങ്കെടുക്കുന്നവരെ അക്രമിക്കുകയും ചെയ്യുന്നതും പതിവാണ്.

ബില്‍ പൂര്‍ണമായി ഉപേക്ഷിച്ചതായി സര്‍ക്കാര്‍ ഇതുവരെ വ്യക്തമാക്കിയിട്ടില്ല. ഭാവിയില്‍ ബില്‍ ഭേദഗതി ചെയ്ത് വീണ്ടും അവതരിപ്പിക്കുമോ എന്ന കാര്യത്തില്‍ വ്യക്തത വരുത്തിയിട്ടുമില്ല.

മതപരിവര്‍ത്തന നിരോധന നിയമത്തിനെതിരെ കത്തോലിക്ക സഭ ഉയര്‍ത്തിയ വാദങ്ങള്‍ ശരിയാണെന്നതിന്റെ തെളിവുകൂടിയായി മാറുകയാണ് ഗോവന്‍ ഗവണ്‍മെന്റിന്റെ ഈ നടപടി.

Church leaders, Catholic lawmakers and activists in the western Indian state of Goa have welcomed the pro-Hindu Bharatiya Janata Party government’s decision not to table an anti-conversion bill in the ongoing State Assembly session, but demanded it be scrapped altogether.

The Goa Prohibition of Unlawful Conversion of Religion Bill, 2026 was approved by the state cabinet last week and was to be tabled before the 40-member State Assembly during its three-day monsoon session starting on Aug. 31.

Chief Minister Pramod Sawant reportedly conveyed the decision to the BJP’s Catholic lawmakers Michael Lobo and Delilah Lobo and independent legislator Aleixo Reginaldo Lourenco on the session’s first day.

Lourenco, a Catholic who supports the BJP-led government, said the chief minister assured them that the bill will not be tabled in the current session.

I made my stand clear that if the government tables it, I will oppose it, Lourenco told reporters.

He said there was no need for such legislation in Goa as government data showed no instances of forced religious conversions in the state.

Father Savio Fernandes, executive secretary of the Archdiocese of Goa’s Council for Social Justice and Peace, said the draconian bill is unwarranted, and demanded its total withdrawal.

The government stepped back due to mounting pressures from every section of society, and in view of the upcoming state elections, he told UCA News on Sept. 1.

Opposition Congress lawmaker Carlos Alvares Ferreira said the bill has been put in cold storage for the moment, and it will be brought back if the BJP rides back to power in the elections likely to be held early next year.

The bill was listed on the Assembly’s agenda for Aug. 31 but was dropped without officially communicating whether it was being withheld or was totally dropped, he said.

A former Advocate General of Goa, Ferreira said such a communalist agenda springs up whenever the BJP feels the need to polarize voters ahead of elections.

But Goans will never bite the BJP’s communal hate bait, he added.

Elvis Gomes, a former senior bureaucrat, said the bill could’ve been a trial balloon pushed as part of the BJP’s national political template without any local empirical data to justify it.

It has backfired by alienating right-thinking Goans, who value the secular fabric and social-religious harmony, he said.

Cyril Fernandes, president of The Catholic Association of Goa, welcomed the government’s decision, but said this could be only a temporary reprieve.

John Dayal, spokesperson of All India Catholic Union, called it a tactical retreat, while stressing that the ruling party cannot be trusted not to pursue the bill at all.

We have seen in the past that bills have been put in cold storage for a time, only to be implemented when the party comes back to power, he noted.

According to government data presented in the Assembly earlier this year, four cases of attempted or illegal conversion were registered in Goa between 2022 and 2023. No cases have been reported since 2024.

Demographic data shows Catholics make up 25 percent and Hindus 70 percent of Goa’s 1.5 million people.

കോഴിക്കോട്: ഇന്ത്യൻ എംബസികളുമായി വേഗത്തിൽ ബന്ധപ്പെടാനുള്ള സംവിധാനം സാധാരണക്കാർക്ക് ഒരുക്കാൻ പ്രവാസി മലയാളികളുടെ ക്ഷേമം സംബന്ധിച്ച നിയമസഭാ സമിതി യോഗത്തിൽ തീരുമാനമായി. പ്രവാസികൾ അവധിക്കായി നാട്ടിലെത്തുന്ന ചെറിയ ഇടവേളകളിൽ ആധാർ കാർഡ്, തിരഞ്ഞെടുപ്പ് തിരിച്ചറിയൽ കാർഡ് തുടങ്ങിയവയുമായി ബന്ധപ്പെട്ട അപേക്ഷകൾ വേഗത്തിൽ തീർപ്പാക്കുന്നതിനുള്ള നടപടികൾ സ്വീകരിക്കുമെന്ന് കളക്ടർ എം.എസ്. മാധവിക്കുട്ടി സമിതിയെ അറിയിച്ചു.

പ്രവാസി ക്ഷേമനിധി പെൻഷൻ മുടങ്ങിക്കിടക്കുന്നതുമായി ബന്ധപ്പെട്ട പ്രശ്നങ്ങൾ, പെൻഷൻ ലഭിക്കുന്നതിലെ കാലതാമസം, ക്ഷേമനിധി അംഗത്വത്തിനുള്ള അപേക്ഷകൾ സമയബദ്ധമായി തീർപ്പാക്കാത്തത് തുടങ്ങിയ വിഷയങ്ങളുമായി ബന്ധപ്പെട്ട പരാതികൾ വിവിധ പ്രവാസി സംഘടനാ പ്രതിനിധികൾ യോഗത്തിൽ ഉന്നയിച്ചു. നോർക്ക സാന്ത്വനം പദ്ധതിവഴി നിലവിൽ നൽകിവരുന്ന 50,000 രൂപയുടെ ചികിത്സാസഹായം വർധിപ്പിക്കണമെന്നും ചികിത്സാസഹായവും മരണാനന്തര സഹായധനവും സമയബദ്ധമായി അനുവദിക്കണമെന്നും പ്രവാസി സംഘടനാ പ്രതിനിധികൾ ആവശ്യപ്പെട്ടു.

പ്രവാസി ക്ഷേമനിധിയിൽ അംഗമാകുന്നതിനുള്ള പ്രായപരിധി 70 വയസ്സായി ഉയർത്തണമെന്നും നാട്ടിൽ തിരിച്ചെത്തുന്ന പ്രവാസികൾക്ക് സംരംഭങ്ങൾ ആരംഭിക്കുന്നതിന് സഹായധനം നൽകണമെന്നും വിവിധ കാരണങ്ങളാൽ ആനുകൂല്യങ്ങൾ നിഷേധിക്കപ്പെടുന്ന സാഹചര്യത്തിൽ അവ ലഭ്യമാക്കുന്നതിനുള്ള വ്യവസ്ഥകളിൽ ആവശ്യമായ മാറ്റങ്ങൾ വരുത്തണമെന്നും യോഗത്തിൽ ആവശ്യമുയർന്നു.

സമിതിചെയർമാൻ പാറക്കൽ അബ്ദുള്ള എം.എൽ.എ.യുടെ അധ്യക്ഷതയിൽ ചേർന്ന യോഗത്തിൽ എം.എൽ.എ.മാരായ കെ.എം. അഭിജിത്ത്, പഴകുളം മധു, മുഹമ്മദ് മുഹസിൻ, എം. വിൻസെന്റ്, സേവ്യർ ചിറ്റിലപ്പിള്ളി, നോർക്ക കമ്മിറ്റി ജോയിന്റ് സെക്രട്ടറി എം. ജയശ്രീ, എ.ഡി.എം. കെ. ഷെറീന, വിവിധ പ്രവാസി സംഘടനാ പ്രതിനിധികൾ തുടങ്ങിയവർ പങ്കെടുത്തു.

The Kerala Assembly Committee on the Welfare of Non-Resident Keralites will take measures to help ordinary people quickly contact Indian embassies, committee members have said.

The committee, chaired by Parakkal Abdulla, MLA, held a sitting in Kozhikode on Tuesday (October 6) to discuss various issues faced by expatriates in the district, benefits due to them from the government and complaints related to welfare pensions.

MLAs K.M. Abhijith, Pazhakulam Madhu, Mohammed Muhsin, M. Vincent, and Xavier Chittilappilly attended the meeting.

A meeting of the Legislative Assembly Committee on the Welfare of Non-Resident Keralites (NRKs) has decided to set up a system to enable ordinary people to contact Indian embassies quickly.

Collector M S Madhavikutty informed the committee that measures will be taken to swiftly dispose of applications related to Aadhaar cards, electoral identity cards and similar documents during the short periods when NRIs visit home on vacation.

Representatives from various NRI organisations raised complaints at the meeting regarding issues such as suspended Pravasi Welfare Fund pension payments, delays in receiving pensions and the non-time-bound processing of applications for welfare fund membership.

In the meeting, representatives of various expatriate organizations raised grievances related to issues related to non-payment of expatriate welfare fund pension, delay in receiving pension and non-settlement of applications for welfare fund membership in a time-bound manner. The representatives of the expatriate organizations demanded an increase in the existing medical assistance of Rs 50,000 under the Norka Santhanam scheme and timely release of medical assistance and post-mortem assistance.

It was demanded in the meeting that the age limit for becoming a member of the Non-Resident Welfare Fund should be increased to 70 years, assistance should be provided to expatriates returning home to start enterprises and necessary changes should be made in the conditions for providing benefits in case they are denied due to various reasons.

മത്സരത്തില്‍ കുമളി സെന്റര്‍ ഓവറോള്‍ ചാമ്പ്യന്മാരായി. വൈപിഇ, സണ്‍ഡേ സ്ക്കൂള്‍ ഹൈറേഞ്ച് സോണലില്‍ കുമളി സെന്റ്ര്‍ ചാമ്പ്യന്മാരയപ്പോള്‍ സണ്‍ഡേ സ്ക്കൂള്‍ സെക്കന്‍റ് കട്ടപ്പന സെന്‍ററും, വൈ,പി,ഇ സെക്കന്‍റ് ചപ്പാത്ത് സെന്ററും കരസ്ഥമാക്കി.
