അണ്ടർ ഗ്രാജുവേറ്റ് മെഡിക്കൽ എജ്യുക്കേഷൻ ബോർഡ് (യുജിഎംഇബി) പുറപ്പെടുവിച്ച കോറിജൻഡം അനുസരിച്ച്, 2021 നവംബർ 18-ന് മുമ്പ് വിദേശ മെഡിക്കൽ സ്ഥാപനങ്ങളിൽ ബിഎസ് കോഴ്‌സിൽ ചേർന്നിട്ടുള്ളതോ പഠിക്കുന്നതോ ആയ വിദ്യാർത്ഥികൾ – ഫോറിൻ മെഡിക്കൽ ഗ്രാജുവേറ്റ് ലൈസൻസ് (എഫ്എംജിഎൽ) റെഗുലേഷൻസ്, 2021 പ്രസിദ്ധീകരിച്ച തീയതി – ഓൺലൈനായോ ഫിസിക്കൽ മോഡിലോ ആകട്ടെ, 2002 ലെ സ്‌ക്രീനിംഗ് ടെസ്റ്റ് റെഗുലേഷൻസ് നിയന്ത്രിക്കും.

മതിയായ ക്ലിനിക്കൽ അനുഭവം, ദേശീയ ചികിത്സാ പ്രോട്ടോക്കോളുകളുമായി പൊരുത്തപ്പെടുത്തൽ, മെഡിക്കൽ വിദ്യാഭ്യാസത്തിലും പ്രാക്ടീസിലും ഏകീകൃത നിലവാരം എന്നിവ ഉറപ്പാക്കുന്നതിനാണ് ഈ ഒറ്റത്തവണ ഇളവ് ഉദ്ദേശിക്കുന്നതെന്ന് എൻഎംസി വിജ്ഞാപനത്തിൽ പറയുന്നു.

The National Medical Commission has issued a fresh clarification on regulations governing Indian students who pursued Bachelor of Science medical courses in foreign medical institutions, bringing clarity to long-standing concerns raised by students and other stakeholders.

The clarification came through a corrigendum to the Public Notice dated December 7, 2023, and addressed confusion around eligibility conditions mentioned in point number two of the earlier notice.

The commission said it examined multiple representations from stakeholders before finalising its decision.

The NMC explained that the issue was deliberated in detail during a commission meeting held on December 16, 2025, after reviewing cases of students who were already enroled in BS medical courses abroad when the Foreign Medical Graduate Licentiate Regulations, 2021 were notified.

APPLICABILITY OF SCREENING TEST REGULATIONS
According to the corrigendum issued by the Undergraduate Medical Education Board, students who took admission in BS courses or were pursuing such courses in foreign medical institutions before November 18, 2021, will be governed by the Screening Test Regulations, 2002.

This applies to students enroled in both online and physical modes of study. The date of November 18, 2021, is significant as it marks the publication of the Foreign Medical Graduate Licentiate Regulations, 2021.

The commission stated, “In continuation of the Public Notice dated December 7, 2023, and after considering representations from stakeholders regarding students enroled in BS courses at foreign medical institutes at the time of the FMGL Regulations 2021 notification, the Commission deliberated on the issue in its meeting held on December 16, 2025.”

ONE YEAR INTERNSHIP MADE MANDATORY
While allowing these students to be governed by the earlier Screening Test Regulations, the NMC has made it compulsory for them to undergo an additional one-year internship in India.

Clarifying the requirement, the commission said, “Students who took admission in or were pursuing BS courses in foreign medical institutes – either online or in physical mode – prior to November 18, 2021, will be governed by the Screening Test Regulations, 2002. However, such students will be required to undergo an additional one-year internship in India.”

The NMC said the requirement has been introduced to ensure “adequate clinical exposure to the Indian healthcare system, alignment with national treatment protocols, and adherence to prescribed standards of patient care”.

ONE-TIME RELAXATION AND IMPLEMENTATION
The commission further clarified that this relaxation will be treated strictly as a one-time exemption and will apply only to the specified category of students.

All other provisions of the Public Notice dated December 7, 2023, along with subsequent clarifications, will remain unchanged.

The order has been circulated to State and Union Territory medical education departments and medical councils. It has also been uploaded on the official NMC website to ensure wider dissemination and compliance.
