തിരുവനന്തപുരം: സോളാർ വൈദ്യുതിനിലയങ്ങൾക്കുള്ള ആനുകൂല്യങ്ങളിൽ കേന്ദ്രവും നിയന്ത്രണം ഏർപ്പെടുത്തുന്നു. അഞ്ചുകിലോവാട്ടിനുമുകളിൽ സ്ഥാപിതശേഷിയുള്ള സോളാർ വൈദ്യുതിനിലയങ്ങൾക്കാണ് ആനുകൂല്യങ്ങളിൽ നിയന്ത്രണം. കേരളത്തിൽ 10 കിലോവാട്ടിന് മുകളിലുള്ളവർക്കാണ് സംസ്ഥാന റെഗുലേറ്ററി കമ്മിഷൻ നിയന്ത്രണം ഏർപ്പെടുത്തിയത്.

ഈ നിലയങ്ങൾ നിലവിലുള്ള ലാഭകരമായ നെറ്റ് മീറ്ററിങ്ങിൽ തുടരണമെങ്കിൽ പ്രത്യേക നെറ്റ് മീറ്ററിങ് ചാർജ് നൽകണമെന്നാണ് കേന്ദ്ര ഊർജമന്ത്രാലയം നിർദേശിച്ച ഉപഭോക്തൃ അവകാശം സംബന്ധിച്ച പുതിയ കരടുചട്ടത്തിൽ പറയുന്നത്. 500 കിലോവാട്ടിനുമുകളിൽ ബാറ്ററി സ്റ്റോറേജ് നിർബന്ധമാക്കിയാൽമതിയെന്നും കേന്ദ്രം നിർദേശിക്കുന്നു.

കേരളത്തിൽ 10 കിലോവാട്ടിന് മുകളിലുള്ളവർക്കാണ് സംസ്ഥാന റെഗുലേറ്ററി കമ്മിഷൻ നിയന്ത്രണം ഏർപ്പെടുത്തിയത്. വീടുകളിൽ 10 കിലോവാട്ടുവരെ നെറ്റ് മീറ്ററിങ് തുടരാം. അതിനുമുകളിൽ ബാറ്ററി സ്റ്റോറേജ് വേണം. 10 കിലോവാട്ടുവരെ ഗ്രിഡ് സപ്പോർട്ട് ചാർജും ബാധകമല്ല. എന്നാൽ, റെഗുലേറ്ററി കമ്മിഷൻ ചട്ടം വലിയ എതിർപ്പിന് കാരണമായിരുന്നു. ചട്ടം നടപ്പാക്കുന്നത് ഹൈക്കോടതി സ്റ്റേ ചെയ്തിരിക്കയാണ്.

നെറ്റ് മീറ്ററിങ്ങിന് പരിധി നിശ്ചയിച്ച് ചട്ടമുണ്ടാക്കാൻ സംസ്ഥാനവൈദ്യുതി റെഗുലേറ്ററി കമ്മിഷനുകൾക്ക് അധികാരമുണ്ടായിരിക്കുമെന്നും കേന്ദ്രം വ്യക്തമാക്കുന്നു. അങ്ങനെ പരിധിനിശ്ചയിച്ചില്ലെങ്കിൽ 500 കിലോവാട്ടുവരെ ശേഷിയുള്ള നിലയങ്ങൾക്ക് നെറ്റ് മീറ്ററിങ് തുടരാം. അഞ്ചുകിലോവാട്ടിന് മുകളിലുള്ളവർ ഇതിനായി പ്രത്യേക ചാർജ് നൽകാൻ തയ്യാറാകണം. സ്റ്റോറേജിനുംമറ്റുമുള്ള ചെലവ് കണക്കാക്കി ഈ ചാർജ് കമ്മിഷന് നിശ്ചയിക്കാം.

കേന്ദ്രചട്ടം നടപ്പായാൽ അഞ്ചുകിലോവാട്ടിന് മുകളിലുള്ള ഗാർഹിക പുരപ്പുറ സോളാർ നിലയങ്ങൾക്കും ഇപ്പോൾ നൽകുന്നതിനെക്കാൾ കൂടുതൽ പണം നൽകേണ്ടിവരും.

സോളാർനിലയത്തിൽനിന്ന് പകൽ ഉത്പാദിപ്പിച്ച് ഗ്രിഡിലേക്ക്‌ ഒഴുക്കുന്ന അധികവൈദ്യുതി, സോളാർ ഉത്പാദനമില്ലാത്ത മറ്റ് സമയങ്ങളിലെ ഉപയോഗത്തിൽനിന്ന് തട്ടിക്കിഴിക്കുന്നതാണ് നെറ്റ് മീറ്ററിങ്. സംസ്ഥാന റെഗുലേറ്ററി കമ്മിഷൻ ചട്ടപ്രകാരം വീടുകളിൽ 20 കിലോവാട്ട് വരെയും വ്യവസായങ്ങൾക്ക് 500 കിലോവാട്ടുവരെയും നെറ്റ് മീറ്ററിങ് അനുവദിക്കും.

എന്നാൽ, വീടുകളിൽ 10 കിലോവാട്ടിന് മുകളിൽ നിയന്ത്രണമുണ്ട്. 10 മുതൽ 15 കിലോവാട്ടുവരെ 10 ശതമാനവും 15 മുതൽ 20 കിലോവാട്ടുവരെ 20 ശതമാനവും ബാറ്ററി സ്റ്റോറേജ് വേണം. വ്യവസായങ്ങൾക്കാണെങ്കിൽ 25 കിലോവാട്ടിനുമുകളിൽ 100 വരെ 10 ശതമാനവും 100 മുതൽ 500 കിലോവാട്ടുവരെ 20 ശതമാനവും ബാറ്ററി സ്റ്റോറേജ് വേണം.

കേന്ദ്രത്തിനും അതേ ന്യായം

സോളാർ ഉത്പാദകരല്ലാത്ത ഉപഭോക്താക്കൾ ഉപയോഗം കൂടുന്നതനുസരിച്ച സ്ലാബ് അടിസ്ഥാനത്തിൽ കൂടുതൽ നിരക്ക് നൽകേണ്ടിവരുന്നു. എന്നാൽ, നെറ്റ് മീറ്ററിങ്ങിലുള്ള സോളാർ ഉത്പാദകരാകട്ടെ, കൂടുതൽ ഉപയോഗിച്ചാലും കുറഞ്ഞനിരക്ക് നൽകിയാൽ മതി. ഇതിന്റെ ചെലവ് വഹിക്കേണ്ടത് മറ്റ് ഉപഭോക്താക്കളാണ്.

പകൽ വൈദ്യുതിനിരക്ക് ഇനിയും കുറയ്ക്കണം

10 കിലോവാട്ടിനുമുകളിൽ ലോഡുള്ള എല്ലാ വ്യാവസായിക, വാണിജ്യ ഉപഭോക്താക്കൾക്കും വിവിധ സമയങ്ങളിൽ വിവിധ നിരക്ക് ബാധകമായ ടൈം ഓഫ് ദ ഡേ മീറ്റർ (ടി.ഒ.ഡി. മീറ്റർ) ഏർപ്പെടുത്തണമെന്നും കേന്ദ്രചട്ടം നിർേദശിക്കുന്നു. ടി.ഒ.ഡി. നിരക്കിൽ ഇപ്പോൾ പകൽ സാധാരണ നിരക്കിന്റെ 10 ശതമാനം കുറച്ചാണ് ഈടാക്കുന്നത്. ഇത് 20 ശതമാനം കുറയ്ക്കണമെന്നാണ് കേന്ദ്രനിർദേശം.

കേരളത്തിൽ ഇപ്പോൾ വാണിജ്യസ്ഥാപനങ്ങൾക്ക് ടി.ഒ.ഡി. ഏർപ്പെടുത്തിയിട്ടില്ല. വ്യാവസായിക വിഭാഗത്തിൽ വരുന്ന ഹൈടെൻഷൻ, എക്സ്ട്രാ ഹൈടെൻഷൻ ഉപഭോക്താക്കൾക്കും 20 കിലോവാട്ടിന് മുകളിൽ കണക്ടഡ് ലോഡുള്ള ലോ ടെൻഷൻ ഉപഭോക്താക്കൾക്കും വീടുകളിൽ മാസം 250 യൂണിറ്റിനുമുകളിൽ ഉപയോഗിക്കുന്നവർക്കുമാണ് ടി.ഒ.ഡി. മീറ്റർ ഉള്ളത്. കേന്ദ്രചട്ടം അംഗീകരിക്കപ്പെട്ടാൽ കൂടുതൽപേർക്ക് ടി.ഒ.ഡി. ഏർപ്പെടുത്തേണ്ടിവരും. എന്നാൽ, പകൽ നിരക്ക് കുറയുന്നതോടെ വ്യാവസായിക, വാണിജ്യ സ്ഥാപനങ്ങൾക്ക് അത് നേട്ടമാകും.

The Centre also clarified that state electricity regulatory commissions will have the power to frame rules for setting limits on net metering. If the limit is not fixed, stations with a capacity of up to 500 kW can continue net metering. Those who have more than five kilowatts should be prepared to pay a special charge for this. This charge can be determined by the commission by calculating the cost of storage and storage.

If the central rule is implemented, domestic backyard solar plants above five kilowatts will also have to pay more than what is being paid now.

Net metering removes excess electricity generated during the day from the grid and from use at other times when there is no solar generation. As per the rules of the State Regulatory Commission, net metering will be allowed up to 20 KW for households and up to 500 KW for industries.

However, there is a restriction of more than 10 kW in households. 10 to 15 kWh is 10 percent and 15 to 20 kWh is 20 percent. For industries, 10 per cent battery storage is required above 25kW for 100 units and 20 per cent for 100 to 500kW units.

The same goes for the Centre.

Consumers who are not solar producers have to pay more on slab basis according to the increase in consumption. However, the solar producers in the net metering, even if they use more, they have to pay less. The cost will be borne by other customers.

Moreover, solar producers use distribution lines to transmit and receive electricity. This results in transmission losses and other costs of the system. That is why a net metering charge is being imposed, a note from the Ministry of Power said. The states have to give their views on the provisions of the draft rules before April 11.

Electricity rates need to be reduced

The Central rule also stipulates that all industrial and commercial consumers having load more than 10 KW should be provided with Time of the Day Meter (TOD Meter) with different rates applicable at different times. T.O.D. At present, the daily rate is 10 per cent less than the normal rate. This should be reduced to 20 per cent.

TOD is now available for commercial establishments in Kerala. Not set. ToD is meant for high-tension and extra-high-tension consumers in the industrial segment, low-tension consumers with a connected load of more than 20 KW and those who consume more than 250 units per month at home. There are meters. If the central rule is approved, more people will get TOD. It will have to be done.
