There will be no refund for cancellation of train tickets up to eight hours before departure, instead of the existing norm of four hours, Railway Minister Ashwini Vaishnaw said while announcing reforms in the sector on Tuesday.
The new refund rule will take effect between April 1 and 15 this year.
Other refund slabs have also been revised: a cancellation between 24 and eight hours will incur a 50 per cent deduction from the ticket cost. This is currently 12 to four hours.
Similarly, the Railways will deduct 25 per cent of the ticket cost for cancellation between 72 and 24 hours before departure.
A full refund — except a flat cancellation charge per passenger — will be given for cancellations made more than 72 hours before the train’s departure.
Under the existing policy, cancellations made between 48 and 12 hours incur a 25 per cent deduction of the ticket cost, while a full refund will be given for cancellations made more than 48 hours in advance.
Vaishnaw said the refund rule is being modified to discourage black marketing and last-minute sale of tickets by agents.
The new refund rule, which the railways minister announced for all trains on Tuesday, has already been in force on Vande Bharat Sleeper and Amrit Bharat II trains launched after January this year.
The ministry first announced this through a notification dated January 16, 2026, which amended the Railway Passengers (Cancellation of Ticket and Refund of Fare) Rules, 2015.
Vaishnaw on Tuesday said travel class upgradation will now be allowed up to 30 minutes before departure for passengers who bought counter tickets. Earlier, passengers could upgrade travel class only before the train’s first chart.
“The first chart is released at least eight hours before the train’s departure, and the second one between 15 and 30 minutes. Passengers can now upgrade their travel class 30 minutes before the train’s departure. This facility is available only for counter ticket holders; online ticket purchasers are not allowed class upgradation,” said a railway official.
On a change of train boarding point, Vaishnaw said passengers will be given the freedom to change their boarding point 30 minutes before the train’s scheduled departure.
Currently, a change of boarding point is allowed only before preparation of the first chart.
Explaining the reform, Vaishnaw said that if a passenger holds a confirmed ticket between station A and Z, and due to a sudden change in plan, he wants to change the boarding point from station A to B, with the new reform, the passenger will be able to digitally update his/her boarding point to B up to 30 minutes before the train leaves the origin station A.
The change of boarding point will have no impact on the ticket cost, an official said.
According to the ministry, the provision to change the boarding point will enable last-minute changes in travel plans, help passengers board from convenient stations, and facilitate better onboard management as well as seat utilisation.
Vaishnaw said that to prevent agents and touts from hoarding tickets, various changes have been made to the Tatkal booking system, including Aadhaar-based OTP, booking restriction on agents for the first 30 minutes, and deployment of an anti-bot solution to filter non-genuine users.
He said 3 crore suspicious user IDs have been deactivated so far.
The railway minister also announced reforms in salt and auto transportation by introducing special containers with non-corrosive features and specialised wagons for auto carriers.
The mechanised loading and unloading of salts will be done now for efficient handling, he said.
Several changes were made in the selection process of construction companies to improve construction quality, he added.

That dream international getaway can become complicated when the rules change after you have already shortlisted your destination. In 2026, Indian travellers may also need to check whether a country still offers visa on arrival or has moved to an e-visa, ETA or another pre-travel process.
According to the latest 2026 roundup, nine countries have changed visa or entry procedures for Indian passport holders. The updates span destinations from Laos and Qatar to Sri Lanka, Iran, Chile, Ghana, Venezuela, Cape Verde and Nicaragua. In some cases, the change involves moving from visa on arrival to an online application, while others involve revised visa categories or digital authorisation systems.
What does this mean for your next holiday? A familiar destination may still be open to Indian tourists, but its entry process could look different from what older travel guides suggest. Here is a look at the nine countries, what has changed and what travellers should check before heading to the airport
Which Countries Have Changed Visa Rules For Indians?
According to a comparison of the 2025 and current Passport Index listings reported by NDTV, these nine countries have changed their visa or entry processes for Indian passport holders. The updates do not all mean stricter rules. Some have moved towards online applications, while others have removed visa-on-arrival access.
Laos
Visa-on-arrival has been replaced by an e-visa. Travellers must apply online and get approval before departure instead of sorting it at the airport.
Qatar
The earlier visa-on-arrival option is gone. Indian citizens now need an e-visa in advance.
Sri Lanka
What was listed as e-visa on arrival in 2025 has changed to an Electronic Travel Authorisation (ETA). Approval is required before the trip.
Iran
Visa-on-arrival ended in November 2025. An e-visa is now mandatory.
Chile, Ghana and Venezuela
These three have moved in a more convenient direction. Previously listed as “visa required,” they now offer an e-visa option, making the process fully online.
Cape Verde
From January 1, 2026, the country scrapped visa-on-arrival for citizens of 96 countries, including India. A prior visa is now needed.

In a major overhaul aimed at bringing down fatalities caused by poor driver judgment on roads, Keralam is set to become the first Indian state to introduce a computer-based Hazard Perception Test for driving licence applicants, bringing local standards on a par with several western nations.
The new computer test evaluates an applicant’s ability to spot road hazards in real time before they cause real-world crashes. Transport Commissioner Nagaraju Chakilam has made the test mandatory statewide from December 1.
The decision stems from the recognition that conventional yard and road tests fail to simulate critical risk scenarios. Key safety factors such as navigating sharp curves, driving through heavy downpours, dealing with night-time glare and reacting to sudden pedestrian or animal movement-cannot be safely or reliably recreated during a standard road test.
Under the new format, candidates will sit before a computer screen to watch 10 video clips, each a minute long, featuring up to two potential real-world hazards. Much like an interactive simulation, applicants must click a mouse or tracker the instant they spot a developing hazard, such as a child chasing a ball into the street or a vehicle abruptly pulling out of a side lane.
Out of 100 total marks, full points will be awarded for quick, timely click-responses, while delayed reactions will lead to deductions.
Candidates will have to secure at least 60% (60 marks) to qualify for the practical driving round. The test will expand the state’s driving evaluation into a four-part sequence: online learner’s test (Part I), the 30-day waiting period, computer-based Hazard Perception Test (Part II), and finally ground (Part III) and road tests (Part IV).
The initiative has been in the works for the last two years under the transport commissioner’s leadership as part of the MVD’s ‘Mission Zero’ campaign, which was launched in 2024 and targets high-risk groups, including pedestrians, motorcyclists and heavy vehicle drivers, to achieve zero road fatalities by 2040.
To ensure a smooth transition, the department will give people adequate time to adapt to the system. Authorised motor driving schools across the state have been directed to begin hazard perception training using open-source tools. Regional transport officers (RTOs) and joint RTOs will launch statewide inspections on October 1 to ensure driving schools have installed the necessary computer setups.
Interactive simulation
Under the new format, candidates will sit before a computer screen to watch 10 video clips, each a minute long, featuring up to two potential real-world hazards
Much like an interactive simulation, applicants must click a mouse or tracker the instant they spot a developing hazard
Out of 100 total marks, full points will be awarded for quick, timely click-responses, while delayed reactions will lead to deductions
