വീണ്ടും ഇരുട്ടടി; സബ്സിഡിയുള്ള പാചകവാതക സിലിണ്ടറുകളുടെ എണ്ണം വെട്ടിച്ചുരുക്കി
രാജ്യത്ത് സബ്സിഡിയുള്ള പാചകവാതക സിലിണ്ടറുകളുടെ എണ്ണം നാലായി കുറച്ചു. പ്രതിവര്ഷം 9 സിലിണ്ടറുകളായിരുന്നു നേരത്തെ അനുവദിച്ചിരുന്നത്. പ്രധാനമന്ത്രി ഉജ്ജ്വല് യോജന ഗുണഭോക്താക്കള്ക്ക് അനുവദിച്ചിരുന്ന സിലിണ്ടറുകളുടെ എണ്ണമാണ് കുറച്ചിരിക്കുന്നത്. ഗാര്ഹിക സിലിണ്ടറിന്റെ വില കൂട്ടിയതിന് ശേഷമാണ് സാധാരണ ജനങ്ങള്ക്കുള്ള മറ്റൊരു ഇരുട്ടടി. പശ്ചിമേഷ്യന് സംഘര്ഷത്തിന്റെ പശ്ചാത്തലത്തിലാണ് ഈ തീരുമാനവും.
2016ല് ഉജ്ജ്വല യോജന പ്രഖ്യാപിച്ചതിന് ശേഷം പ്രതിവര്ഷം ഒരു ഗുണഭോക്താവിന് 12 സിലിണ്ടറുകളാണ് ലഭിച്ചിരുന്നത്. പിന്നീട് ഇത് 9 ആയി സര്ക്കാര് കുറച്ചിരുന്നു. ഇതിന് പിന്നാലെയാണ് ഇത് വീണ്ടും വെട്ടിച്ചുരുക്കി വെറും നാലാക്കിയിരിക്കുന്നത്. 14.2 കിലോഗ്രാം എല്പിജി റീഫില് ചെയ്യുമ്പോള് പൊതുമേഖലാ എണ്ണക്കമ്പനികള്ക്ക് ഇപ്പോഴും 700 രൂപയും, പെട്രോളിന് ലിറ്ററിന് 6 രൂപയും, ഡീസലിന് 30 രൂപയും നഷ്ടം സംഭവിക്കുന്നുണ്ടെന്ന് ചൂണ്ടിക്കാട്ടിയാണ് പെട്രോളിയം മന്ത്രാലയം ഈ തീരുമാനം പ്രഖ്യാപിച്ചിരിക്കുന്നത്.
ഗാര്ഹിക സിലിണ്ടറിന് 29 രൂപയാണ് ഞായറാഴ്ച വര്ധിപ്പിച്ചത്. മൂന്നു മാസത്തിനിടെ ഇത് രണ്ടാം തവണയാണ് ഗാര്ഹിക സിലിണ്ടറിന് വില കൂട്ടുന്നത്. ഡല്ഹിയില് ഒരു സിലിണ്ടറിന് 913 രൂപയായിരുന്നത് 942 രൂപയും കൊല്ക്കത്തയില് 939 രൂപയായിരുന്ന സിലിണ്ടറിന് ഇനി 968 രൂപയുമാക്കിയിരുന്നു. മുംബൈയില് 912 രൂപയായിരുന്നിടത്ത് 941 രൂപയായി മാറി.. പശ്ചിമേഷ്യന് സംഘര്ഷം അയവില്ലാതെ തുടരുന്ന പശ്ചാത്തലത്തിലാണ് ഈ വിലവര്ധന. ഇത്രയൊക്കെ വില വര്ധിപ്പിച്ചിട്ടും തങ്ങള്ക്ക് മുന്നോട്ടുപോകാന് വല്ലാത്ത പ്രയാസമാണെന്നാണ് എണ്ണ കമ്പനികള് പറയുന്നത്. വാണിജ്യ സിലിണ്ടര് വില കുത്തനെ കൂടിയതോടെ ഹോട്ടല് ഭക്ഷണത്തിന്റെ വിലയും കുതിച്ചുയരുകയാണ്.

The government has reduced the number of subsidised cooking gas cylinders available annually to beneficiaries of its flagship Ujjwala scheme to four, aligning support with average household consumption levels, a senior government official said on Monday.
Under the Pradhan Mantri Ujjwala Yojana (PMUY), launched in May 2016 to provide deposit-free LPG connections to adult women from poor households, beneficiaries were initially entitled to 12 subsidised 14.2-kg cylinders a year. The subsidised quota was reduced to nine cylinders last year and has now been cut further to four.
At a news briefing, Praveen Mal Khanooja, Additional Secretary in the Ministry of Petroleum & Natural Gas, said the revised entitlement broadly matches the average annual consumption of Ujjwala beneficiaries.
To encourage the use of cleaner cooking fuel and improve affordability, the government introduced a targeted subsidy of Rs 200 per 14.2-kg LPG cylinder in May 2022, credited directly to beneficiaries’ bank accounts after every refill is purchased for up to 12 cylinders annually. In October 2023, the subsidy was increased to Rs 300 per 14.2-kg cylinder, with a proportionate benefit extended to 5-kg cylinders.
The latest reduction in the subsidised quota follows increases in LPG prices. The price of a 14.2-kg cylinder in Delhi has risen by a cumulative Rs 89 over two hikes in the past three months, the latest on June 7, taking the retail price to Rs 942. After accounting for the Rs 300 subsidy, PMUY beneficiaries pay Rs 642 for a 14.2-kg cylinder.
He said the revised entitlement broadly reflects the average annual consumption among PMUY households. Beneficiaries effectively receive support of about Rs 1,000 per cylinder when compared to the government’s estimated supply cost of around Rs 1,600 per cylinder.
Cooking gas LPG prices were raised on June 7 by Rs 29 per cylinder.
“The increase comes to Re 1 per day,” he said, adding that for a family of five, the increase comes to 20 paisa per day.
Indian households continue to pay among the lowest prices for cooking gas globally despite a sharp rise in international LPG prices triggered by disruptions in West Asia, he added.
Khanooja said the cost of supplying a domestic LPG cylinder has risen to more than Rs 1,600, following a surge in international prices that followed the outbreak of war in West Asia at the end of February.
India’s LPG import costs are linked to the Saudi Contract Price (CP), the global benchmark for the fuel. The benchmark has risen about 46 per cent since February after disruptions linked to the Strait of Hormuz tightened supplies from the Gulf region.
The government, he said, has provided Rs 52,000 crore in subsidy since 2022.
Despite the price hike, oil companies continue to lose about Rs 700 per 14.2-kg cylinder, he noted.
Besides LPG, the oil companies are also losing on selling petrol and diesel at rates below cost. On petrol, the under-recovery was Rs 6 a litre, and that of diesel was about Rs 30 per litre.
“Cumulatively, the oil companies are losing Rs 600-700 crore,” he said, giving reasons for the price hikes.
Apart from LPG, the oil companies have also raised petrol and diesel prices by about Rs 7.50 a litre each in four instalments last month. CNG rates too have been hiked by Rs 6 per kg.

Church leaders have welcomed a ruling by a provincial top court in southern India allowing a Christian woman to seek dissolution of her marriage in a family court where she currently resides after moving out of her matrimonial home.
The Kerala High Court’s Aug. 19 ruling came on an appeal filed by a Christian woman seeking legal separation from her husband due to domestic violence.
The woman, who resides at her parental home in Kerala state’s Wayanad district, had challenged a family court order directing her to file her application in Kasargod district, where her estranged husband and his family live.

The British-era Indian Divorce Act of 1869, which governs judicial separation and marriage dissolution, among other things, for Christians in India, makes it mandatory for women to approach a family court in the place where “the marriage was solemnized, or the husband and wife reside or last resided together.”
In her appeal to the High Court, the Christian woman argued that this restriction resulted “in serious prejudice to Christian women who intend to file for divorce.”
The woman had earlier challenged the family court order before a single bench of the Kerala High Court on the grounds that she was not in a position “to travel long distances, in protracted litigations in a hostile jurisdiction.”
She pointed out that women were allowed to approach family courts where they resided under the Hindu Marriage Act, 1955, as well as the Special Marriage Act, 1954, which enables marriages between individuals of any religion, caste, or nationality, but not under the law governing Christian marriages.
The single-judge bench, in a June 30 ruling, agreed with her contentions but refused to grant her relief, holding that amending the law was the only solution and leaving it to the Indian Parliament to decide.
The judge, however, directed that the order be sent to the federal government, recommending it to amend the 1869 law.
The High Court’s division bench of Justices A K Jayasankaran Nambiar and Preeta A K, whom she approached later, allowed her appeal.
It ruled that she could file her application before a family court “having jurisdiction over the place where she is currently residing, even if that place is different from where the marriage was solemnized or where the couple last lived together.”
Church leaders hailed this Aug. 19 ruling as a “landmark decision” based on “a wise interpretation of a contentious clause.”
Father Ebigin Arackal, secretary to the Commission for Canon Law of the Kerala Region Latin Catholic Bishops’ Council, said, “We are glad that the top court, through its wise interpretation of a contentious clause, has ended decades-old discrimination against Christian women.”
Aleykutty P T, a lawyer in Kerala’s Idukki district, said Christian women were often forced to travel to places where their husbands were based, which made them insecure and sometimes even posed a threat to their lives.
“Now with this order, they can obviously choose a place where it’s safer and they get support,” she told UCA News on Aug. 20.
Govind Yadav, a lawyer at the Supreme Court in New Delhi, said this order for Kerala can become a precedent for other states to follow.
“But as long as the federal government fails to amend the colonial-era law, this discrimination against Christian women will continue,” he added.
Christians make up 2.3 percent of India’s more than 1.4 billion people; about 80 percent of whom are Hindus.
