മഹാരാഷ്ട്രയിൽ നിർബന്ധിത മതപരിവർത്തനം തടയാനെന്ന പേരിൽ കൊണ്ടുവന്ന കർശനമായ പുതിയ നിയമം ഓഗസ്റ്റ് 28 മുതൽ പ്രാബല്യത്തിൽ വരുന്ന പശ്ചാത്തലത്തിൽ, ക്രൈസ്തവ സഭകൾക്കും കൂട്ടായ്മകൾക്കും നേരെ ശക്തമായ സമ്മർദ്ദവും പ്രതിസന്ധിയും

മുംബൈ, താനെ, പാൽഘർ, വസായ്-വിരാർ, മീരാ-ഭയന്ദർ തുടങ്ങിയ മേഖലകളിലെ പ്രാർത്ഥനാ ഹാളുകളിലും സഭകളിലും ആരാധനയ്ക്ക് എത്തുന്ന വിശ്വാസികളോട് സ്വമേധയാ ഉള്ള സാക്ഷ്യപത്രം (Self-declaration form) പൂരിപ്പിച്ചു നൽകാൻ ശുശ്രൂഷകർ നിർദ്ദേശിക്കുന്നു. കഴിഞ്ഞ ഏതാനും മാസങ്ങളായി തീവ്ര വലതുപക്ഷ സംഘടനകളുടെ നേതൃത്വത്തിൽ ഞായറാഴ്ച പ്രാർത്ഥനാ യോഗങ്ങൾ തടസ്സപ്പെടുത്തുന്നതും തെറ്റായ ആരോപണങ്ങൾ ഉന്നയിച്ച് വിശ്വാസികൾക്കും ശുശ്രൂഷകർക്കുമെതിരെ പോലീസിൽ എഫ്.ഐ.ആർ (FIR) രജിസ്റ്റർ ചെയ്യിക്കുന്നതും പതിവായതോടെയാണ് സഭകൾ ഈ നിയമപരമായ മുൻകരുതലിലേക്ക് നീങ്ങിയത്.

സ്വയം സാക്ഷ്യപത്രത്തിലെ പ്രധാന ഉള്ളടക്കം: തങ്ങൾ ആരുടെയും നിർബന്ധത്തിനോ പ്രലോഭനങ്ങൾക്കോ ഭീഷണികൾക്കോ വഴങ്ങിയല്ല, മറിച്ച് സ്വന്തം ഇഷ്ടപ്രകാരവും പൂർണ്ണ ബോധ്യത്തോടെയുമാണ് പ്രാർത്ഥനകളിൽ പങ്കെടുക്കുന്നത്. സഭാ ആരാധനകളിലെ പങ്കാളിത്തം ഇന്ത്യൻ ഭരണഘടന ഉറപ്പുനൽകുന്ന മതസ്വാതന്ത്യ്രത്തിന്റെ ഭാഗമാണ്. വ്യാജ പരാതികളും നിയമനടപടികളും ഉണ്ടായാൽ, കോടതിയിലും പോലീസിന് മുൻപാകെയും തെളിവായി ഹാജരാക്കാൻ ഫോട്ടോ, ആധാർ/പാൻ കാർഡ് വിവരങ്ങൾ സഹിതമുള്ള ഈ സത്യവാങ്മൂലം ഉപയോഗിക്കും. ഇംഗ്ലീഷ്, മറാത്തി, ഹിന്ദി ഭാഷകളിൽ തയ്യാറാക്കിയ ഈ ഫോമുകൾ വിശ്വാസികൾ സാക്ഷ്യപ്പെടുത്തി നൽകിവരുന്നു. ആർക്കും സ്വതന്ത്രമായി കടന്നുവരാമായിരുന്ന പ്രാർത്ഥനാ വേദികളിൽ, കള്ളക്കേസുകളിൽ നിന്ന് വിശ്വാസികളെയും പാസ്റ്റർമാരെയും സംരക്ഷിക്കാൻ ഇത്തരമൊരു നടപടി സ്വീകരിക്കേണ്ടി വന്നത് സഭാ നേതൃത്വത്തെ ഏറെ വേദനിപ്പിക്കുന്നുണ്ട്

Some Protestant and Evangelical groups in the western Indian Maharashtra state have introduced “self-declaration” forms for attending church services as a precaution ahead of the state’s enforcement of a stringent anti-conversion law.

The Maharashtra Freedom of Religion Act, 2026, will take effect on Aug. 28. Critics say it could be misused to accuse Christian prayer meetings of converting people and violating the law’s provisions, as elsewhere in the country.

In the declaration form, “every person intending to attend church service will be required to make a declaration that he or she is doing so of individual free will,” Pastor Devdan Tribhuvan, president of the Maharashtra Christian Development Association, said.

It was “a precautionary measure against false allegations of conversion by force or fraud under the new law,” Tribhuvan told UCA News on Aug. 25.

The law criminalizes religious conversions carried out through coercion, fraud, allurement, undue influence, or marriage. It prescribes prison terms of several years, up to 10 years, for repeat offenders.

The precautionary move comes amid reports of increased attacks by Hindu groups on Christian prayer services, with accusations that Christians are using such gatherings to convert local people

In most cases, police also charge and detain Christian leaders and pastors, accusing them of violating provisions of similar laws that are in force in several northern Indian states.

Father Nigel Barrett, spokesperson of the Archdiocese of Bombay, said it is a wise move to introduce self-declaration in view of the possible misuse of the law.

However, Barrett regretted that Christians are forced to declare that they come to “pray voluntarily and without an outside force.”

In the state capital Mumbai, Joint Commissioner of Police (Law and Order) Manoj Kumar Sharma said the city has been by and large peaceful, except for a few incidents targeting the Christian community.

“We have warned those disrupting prayer services,” he claimed.

Opposition continues

Meanwhile, a coalition of 20 religious, civil society and women’s groups in Mumbai has opposed the law, saying it violates people’s right to privacy, personal choice, and freedom of conscience.

At a conference on Aug. 24, the coalition said the new law allows the government to scrutinize personal decisions regarding faith and marriage. The law also shifts the burden of proof to the accused and creates room for harassment of interfaith couples and religious institutions.

Father Frazer Mascarenhas, former principal of St Xavier’s College in Mumbai, said the law could construe Christians’ education and health services as an inducement for conversion of the poor.

“Christians are in the forefront of such services, but this law seems to be specifically targeted at poor people, who will be deprived of them by its application,” Mascarenhas told UCA News on Aug. 25.

John Dayal, senior journalist and spokesperson of the All India Catholic Union, said that such laws were created not to stop conversions to Christianity, but to radicalize the majority and “mould them into a permanent vote bank.”

“Maharashtra is the latest in this list, and among the worst,” he noted.

Dolphy D’Souza, spokesperson for the Bombay Catholic Sabha (council), said the new law should be rolled back to prevent it from becoming an instrument of surveillance, harassment and discrimination, pending the Supreme Court’s disposal of anti-conversion laws.

Godfrey Pimenta, trustee of Watchdog Foundation, said religious minorities — mostly Muslims and Christians — are worried about misusing the law against their “voluntary religious choices.”

“Service to the poor, education, healthcare or prayer should not automatically be viewed with suspicion or described as inducement,” he noted.

Besides Maharashtra, 12 of India’s 28 states, most of them ruled by the pro-Hindu Bharatiya Janata Party, have anti-conversion laws.

Church groups have challenged the constitutional validity of these laws in the Supreme Court.

Christians account for 0.96 percent of Maharashtra’s 129.5 million population, or just over 1 million. Bombay Archdiocese alone has half a million Catholics.

Nationally, Christians make up a mere 2.3 percent of India’s 1.4 billion population.
