In a rare move blending tradition with financial restraint, the Gram Sabha of Kandhar village in Uttarakhand’s Jaunsar-Bawar region has passed a bylaw restricting the amount of jewelry women can wear during wedding ceremonies.
Under the new rule, brides and women attending weddings can wear only three gold ornaments — a nose stud, earrings, and a mangalsutra. Any violation of this rule will attract a fine of Rs 50,000.
The decision, passed unanimously in the village council meeting, is aimed at reducing extravagant spending and easing social pressure on families who struggle to match wealthier households during marriage functions.
Village elders and local leaders said the resolution reflects a collective effort to promote equality and discourage the competitive display of wealth. The bylaw, now officially recognized by the Gram Sabha, is seen as a step toward restoring simplicity in social customs.
Residents said rising costs of weddings and the expectation to display gold jewelry had become a financial burden for many households, often leading to debt and distress. The community’s decision, therefore, seeks to maintain the sanctity of traditional practices while protecting families from economic strain.
While details about the endorsing officials have not been made public, the Panchayat and Gram Sabha members are understood to have jointly formalized the decision. Local sources said the bylaw had broad support from both men and women in the village.
Officials and social observers view Kandhar’s move as a unique example of self-regulation through grassroots governance. It highlights how communities in remote hill regions are evolving their customs to balance cultural identity with economic sustainability.

The Young People’s Christian Association (YPCA)—the youth wing of the New India Church of God—will host a three-day state-level youth camp in Karnataka from November 10 to 12 at the Mysuru Catholic Centre.
Organized with the objective of fostering spiritual awakening, divine dedication, and Christian values among the youth, the camp is themed “Christian in Action.”
Speakers for the various sessions will include Pastor Ranjith Abraham (New Delhi), Pastor Binu Joseph Vadasserikara (Excel Ministries), Blessen Mathew (Excel Ministries), and Pastor Tipson Thomas.

ന്യൂയോർക്ക്/ഹ്യൂസ്റ്റൺ: ഓവർസീസ് സിറ്റിസൺ ഓഫ് ഇന്ത്യ (OCI) കാർഡ് ഉടമകൾക്ക് വലിയ ആശ്വാസം നൽകിക്കൊണ്ട്, പാസ്‌പോർട്ട് വിവരങ്ങൾ അപ്ഡേറ്റ് ചെയ്യുന്നതിലെ കാലതാമസത്തിന് ഈടാക്കിയിരുന്ന പിഴത്തുകയിൽ ഇന്ത്യൻ കോൺസുലേറ്റ് ജനറൽ (ഹ്യൂസ്റ്റൺ) ഒറ്റത്തവണ ഇളവ് പ്രഖ്യാപിച്ചു.
പുതിയ പാസ്‌പോർട്ട് ലഭിച്ച് 90 ദിവസത്തിനകം ഇ-ഒസിഐ (e-OCI) പോർട്ടൽ വഴി വിവരങ്ങൾ അപ്ഡേറ്റ് ചെയ്യണമെന്നാണ് നിലവിലെ നിയമം. ഈ കാലാവധി കഴിഞ്ഞുനൽകുന്ന അപ്ഡേറ്റുകൾക്ക് 25 യു.എസ് ഡോളർ പിഴ ഈടാക്കുന്ന രീതിയാണ് നിലവിലുണ്ടായിരുന്നത്. ഈ പിഴത്തുകയിൽ നിന്നാണ് ഇപ്പോൾ ഔദ്യോഗികമായി ഇളവ് അനുവദിച്ചിരിക്കുന്നത്.
2026 ഒക്ടോബർ 31 വരെ കെട്ടിക്കിടക്കുന്ന അപേക്ഷകൾക്ക് 25 ഡോളർ പിഴയിൽ നിന്ന് പൂർണ്ണമായും ഒറ്റത്തവണ ഇളവ് ലഭിക്കുന്നതാണ്.
2026 നവംബർ 1 മുതൽ 2026 ഡിസംബർ 31 വരെ സമർപ്പിക്കുന്ന പാസ്‌പോർട്ട് അപ്ഡേറ്റ് അപേക്ഷകൾക്കും ഈ പിഴ ബാധകമായിരിക്കുന്നതല്ല.

The Government of India has announced a two-month waiver of the $25 late fee for Overseas Citizen of India (OCI) cardholders who have delayed updating their passport details on the e-OCI portal.
Under the one-time relaxation, fresh applications for updating passport details submitted between November 1 and December 31, 2026, will not attract the penalty.
As per the BOI notice on X, the waiver gives OCI cardholders who have missed the deadline an opportunity to update their passport information without paying the additional charge. It applies only to fresh passport-detail update applications received through the e-OCI portal during the specified two-month period.
The government has also clarified that changes in personal particulars cannot be submitted as routine passport-detail updates. OCI cardholders seeking to change their name, nationality, parents’ names or spouse’s name must submit a separate application under the category of ‘updation of personal particulars’.
Can OCI cardholders travel while passport updates are pending?
OCI cardholders will not face travel restrictions while their applications for updating passport details are being processed, according to the government’s clarification.
This means that applicants do not have to wait for their passport update applications to be processed before travelling to or from India.
However, travellers are advised to carry three documents when travelling: their old passport, new passport and OCI card.
The clarification is relevant to OCI cardholders who have received a new passport but are yet to complete the online update process. They can continue to travel while their applications are being processed, provided they carry the required documents.
What OCI cardholders should know
The late fee waiver is a temporary measure and applies only to fresh applications submitted between November 1 and December 31, 2026. Applicants must use the e-OCI portal to submit their passport-detail updates to qualify for the exemption.
OCI status is a long-term immigration arrangement for foreign citizens of Indian origin. It allows eligible cardholders to live, work and study in India indefinitely, subject to the applicable conditions.
Those who need to update their passport details should complete the process within the waiver period to avoid the additional penalty.
