Tessa Bulzan, a Marine veteran, left her six-figure job to homeschool two of her five children. In doing so, she chose Christian-based curriculum from Abeka and Classical Conversations.

“Number one reason is it aligned with my faith, and the number two is the academic rigor for both curriculums,” Bulzan told CBN News.

In July 2025, Bulzan enrolled in Oregon’s Hillsboro School District Homeschool Partnership Program, which provides reimbursement for qualifying curriculum, supplies, and educational activities.

But when she submitted her Christian curriculum for reimbursement, she said the program denied her request. “They said that because there was incidental Scripture and there were references to God that’s why they were denying my curriculum,” explained Bulzan.

She then appealed the decision.

In the process, Bulzan purchased other books to see whether the district would approve materials reflecting different worldviews.

“One was Julian is a Mermaid, and the other is We Are Water Protectors, and they approved both of those,” said Bulzan. “And neither of those meet the core academics that my books did. Just like math, we’re talking two plus two equals four, but we were denied solely on the basis that it was Christian material.”

Bulzan then filed a federal lawsuit against the school district.

Kate Anderson with Alliance Defending Freedom represents Bulzan in the case. Anderson said the school district had initially determined the curriculum met its academic requirements.

“The school district indicated that the curriculum met all of the state standards, that it could be used in the program, and even afterwards in the appeal, there was no question as to the academic rigor of the program,” said Anderson. “It was simply that it came from a religious Biblical perspective, which is why this case violates the Constitution.”

Anderson expects the school district to argue public funds cannot be used for religious education.

She cites, however, that recent US Supreme Court rulings have made clear such programs cannot exclude people or content simply because they are religious.

“When a government sets up a public benefit program like this, it cannot exclude religious people or religious content on that basis alone,” Anderson commented. “When people are otherwise eligible for the program, it’s religious discrimination that violates the Free Exercise Clause to exclude them. And that’s what happened.”

CBN News reached out to Hillsboro School District for comment, but no one returned our call.

Meanwhile, Bulzan hopes her move will encourage other parents to educate their children according to their beliefs.

“I want Christian families, and families of any religious nature that want to bring up their children in a way that they believe, that they have the ability to. I want creators of Christian curriculum to be able to sell their curriculum without having to find workarounds so that it can be funded within the school district,” Bulzan said.

Republican lawmakers in the United States have introduced legislation that could raise a key salary threshold in the H-1B visa program from $60,000 to nearly $140,000 a year, potentially tightening hiring requirements for companies that rely heavily on foreign professionals.

The Protecting American Workers Through H-1B Modernization Act, introduced by Representative Glenn Grothman of Wisconsin and Senator Jon Husted of Ohio, would change the salary threshold used to exempt certain H-1B workers at visa-dependent employers from additional safeguards intended to protect American workers.

The proposal is outlined in the lawmakers’ official announcements from Grothman’s office and Husted’s office.

The proposed $140,000 figure is not a minimum salary for all H-1B workers. Instead, the legislation would update a threshold that has remained unchanged since 1998.

What would the proposed H-1B salary change mean?
Under current law, H-1B-dependent employers must meet additional requirements intended to protect US workers, including attesting that they have first tried to recruit American workers before sponsoring certain H-1B employees.

However, some H-1B workers are exempt from these additional requirements if they earn at least $60,000 annually or hold a master’s degree or a higher qualification.

The bill would replace the fixed $60,000 salary threshold with a formula linked to twice the Social Security Administration’s National Average Wage Index. The lawmakers say that would put the threshold at nearly $140,000 at current wage levels.

Because the proposed standard would be linked to the index, it could change as average wages rise or fall. The legislation would not, by itself, impose a $140,000 minimum salary on every H-1B visa holder.

Grothman said the existing threshold had not kept pace with wages. Husted argued that companies heavily reliant on H-1B workers should not be able to use an outdated threshold to bypass protections for qualified American workers.

Where does the bill stand?
The proposal remains at an early stage of the legislative process and is not yet law. The Senate version, S. 5638, was read twice and referred to the Senate Judiciary Committee on October 14, according to Husted’s official legislative record.

The legislation would need to advance through Congress and be signed by the president before its proposed changes could take effect.

Why the proposal matters for Indian professionals
The H-1B program is widely used by US technology companies to recruit skilled foreign workers, including professionals from India. A priest was killed after a large wooden crucifix fell from a church wall and crushed him during a livestreamed Mass.

The incident occurred at the Perpetuo Socorro Church in Guayaquil, Ecuador, on the evening of Saturday, Oct. 17, according to the Associated Press (AP).

The Archdiocese of Guayaquil identified the man as Father Patricio Alfredo Sánchez Molinari in an Instagram post shared the same day.

“The Archdiocese of Guayaquil joins in prayer for the eternal rest of his soul and expresses its solidarity, affection and love to the Redemptorist community, his family and friends,” the Archdiocese said in its statement.

“Rest in peace,” it added.

The Archdiocese also noted that Sánchez Molinari was a member of the Congregation of the Most Holy Redeemer, a religious order of priests and brothers dedicated to missionary work, preaching and serving disadvantaged communities that was founded in 1732.

The Archdiocese did not immediately respond to PEOPLE’s request for comment.

Video of the incident shared to social media shows Sánchez Molinari standing at the pulpit during Mass as a woman in the congregation recites a prayer. A large wooden crucifix mounted on the wall behind him then falls, connecting directly with Sánchez Molinari and knocking him to the ground, out of view of the camera.

Cries of panic and distress can be heard from congregants as several women run to his aid.

It is not immediately clear what caused the crucifix to fall.

Authorities did not immediately respond to PEOPLE’s request for comment.
