റഷ്യൻ കമ്പനികൾ പ്രത്യേകിച്ച മെഷിനറി, ഇലക്ട്രോണിക് മേഖലയിലുള്ള ഇന്ത്യൻ പൗരന്മാരെ നിയമിക്കാൻ ആഗ്രഹിക്കുന്നുണ്ടെന്നാണ് റിപ്പോർട്ട്. കൂടുതൽ പേർ റഷ്യയിലേക്ക് എത്തുന്നുണ്ടെന്നും ഇത് ജോലിഭാരം വർദ്ധിപ്പിച്ചതായും വിനയ് കുമാർ ഒരു മാദ്ധ്യമത്തോട് പറഞ്ഞു. റഷ്യയിൽ തൊഴിലാളികളുടെ ആവശ്യം വളരെ കൂടുതലാണ്. അതിൽ കൂടുതൽ കമ്പനികളും ഇന്ത്യക്കാരെയാണ് നിയമിക്കുന്നതെന്ന് വിനയ് വ്യക്തമാക്കി. ഇന്ത്യൻ പൗരന്മാരുടെ വർദ്ധനവ് കാരണം യെക്കാറ്റെറിൻബർഗിൽ പുതിയ കോൺസുലേറ്റ് തുറക്കാൻ പദ്ധതിയിടുന്നതായും അദ്ദേഹം പറഞ്ഞു.
റഷ്യയിലേക്കുള്ള യാത്രയ്ക്ക് സൗകര്യം ഒരുക്കുന്നതിനും വ്യാപാരം വർദ്ധിപ്പിക്കുന്നതിനും കസാനിലും യെക്കാറ്റെറിൻബർഗിലും രണ്ട് പുതിയ കോൺസുലേറ്റകൾ തുറക്കാൻ ഇന്ത്യ പദ്ധതിയിടുന്നതായി കഴിഞ്ഞ ജൂലായിൽ പ്രധാനമന്ത്രി നരേന്ദ്ര മോദി പറഞ്ഞിരുന്നു. രണ്ട് ദിവസത്തെ റഷ്യൻ സന്ദർശനത്തിന് എത്തിയപ്പോഴാണ് അദ്ദേഹം ഇക്കാര്യം പറഞ്ഞത്.
ഇന്ത്യൻ പൗരന്മാരുടെ എണ്ണത്തിൽ വർദ്ധന
സമീപവർഷങ്ങളിലായി റഷ്യയിൽ ഇന്ത്യൻ തൊഴിലാളികളുടെ എണ്ണത്തിൽ വലിയ വർദ്ധനയാണ് രേഖപ്പെടുത്തിയത്. 2021ൽ 5,489 ഇന്ത്യക്കാർക്ക് റഷ്യയിൽ വർക്ക് പെർമിറ്റ് ലഭിച്ചു. 2024ൽ ഇത് 36,208 ആയി എന്നാണ് കണക്ക്. 2025 അവസാനത്തോടെ ഇത് 10 ലക്ഷം എത്തുമെന്നാണ് കരുതുന്നത്. മറ്റ് രാജ്യങ്ങളിൽ നിന്നുള്ള പൗരന്മാരെയും എത്തിക്കാനുള്ള ശ്രമം റഷ്യ നടത്തുന്നുണ്ട്.
ഇന്ത്യയിൽ നിന്ന് നിരവധി പേർ റഷ്യയിൽ എത്തിയെന്ന അവകാശവാദം കൃത്യമല്ല. ഇന്ത്യയിലെ തൊഴിലാളികൾ ഒരു ക്വാട്ട സമ്പ്രദായത്തിലൂടെയാണ് (ഒരു നിശ്ചിത കാലത്തേക്ക് മാത്രം തൊഴിലാളികളുടെ വരവ് പരിമിതപ്പെടുത്തുന്ന രീതി) റഷ്യയിലേക്ക് എത്തുന്നത്. ഒരു വർഷത്തേക്കാണ് ക്വാട്ടകൾ നിശ്ചയിക്കുന്നത്. തൊഴിലുടമകളുടെ ആവശ്യങ്ങൾക്ക് അനുസരിച്ചാണ് ക്വാട്ടയുടെ കാലയളവ് നിർണ്ണയിക്കുന്നത്’ – റഷ്യൻ തൊഴിൽ മന്ത്രാലയം അറിയിച്ചു. 2025ലെ ക്വാട്ടയുടെ കീഴിൽ ഇന്ത്യക്കാർക്ക് പരമാവധി വർക്ക് പെർമിറ്റുകൾ അനുവദിച്ചിരിക്കുന്നത് 71,817 മാത്രമാണെന്ന് റഷ്യൻ മന്ത്രാലയം വ്യക്തമാക്കി.
യുക്രെയ്നുമായുള്ള മൂന്ന് വർഷത്തെ യുദ്ധം മൂലം റഷ്യ വലിയ രീതിയിൽ തൊഴിലാളി ക്ഷാമം നേരിടുന്നുണ്ട്. റഷ്യയുടെ ജനസംഖ്യാപരമായ ഇടിവും കുടിയേറ്റ വിരുദ്ധ നയങ്ങളും ഈ പ്രവണത കൂടുതൽ വഷളാക്കി. റഷ്യൻ ഫാക്ടറികളിൽ 2024ൽ 47,000 വിദേശ തൊഴിലാളികളെ നിയമിച്ചതായി റിപ്പോർട്ടുണ്ട്. ഇത് സർക്കാർ നിശ്ചയിച്ച ക്വാട്ടയേക്കാൾ 16 ശതമാനം കൂടുതലാണ്. ഈ തൊഴിലാളികളിൽ ഭൂരിഭാഗവും ചെെന, ഇന്ത്യ, തുർക്കി, സെർബിയ തുടങ്ങിയ രാജ്യങ്ങളിൽ നിന്നുള്ളവരാണെന്ന് റിപ്പോർട്ട്.

Indian envoy signals growing demand
According to Vinay Kumar, India’s ambassador to Russia, firms are increasingly recruiting Indians, especially in machinery and electronics. Speaking to the TASS news agency, he said the workload of consular services has risen as more Indians take up these opportunities.
“At a broader level, there is a manpower requirement in Russia, and India has skilled manpower. So at present, within the framework of Russian regulations, laws and quotas, the companies are hiring Indians,” said Kumar.
“Most of the people who have come are in the construction and textile sectors,” he added, but noted that demand in machinery and electronics is now increasing.
The envoy also underlined how consular work is expanding. “When people come and leave, they need consular services to extend passports, childbirth, say for example, and loss of passport and those kinds, basically consular services,” he said.
Ural factories eye Indian workers
Andrey Besedin, head of the Ural Chamber of Commerce and Industry, told PTI, “As far as I know, by the end of the year, 1 million specialists from India will come to Russia, including the Sverdlovsk region. A new Consulate General is opening in Yekaterinburg, which will deal with these issues.”
Sverdlovsk, whose capital is Yekaterinburg, houses heavy industries and the military-industrial complex, including Uralmash and Ural Wagon Zavod, maker of the T-90 tank. Besedin said factories were struggling to fill positions because “some workers are deployed in the military operation in Ukraine, and young people do not go to factories.”
Early arrivals and future quotas
Indian workers first arrived in Russian regions in 2024, starting at Kaliningrad’s Za Rodinu fish processing complex, which faced a labour shortage. Russia’s Ministry of Labour forecasts a workforce deficit of 3.1 million by 2030. To address this, it plans to raise the quota for qualified foreign workers by 1.5 times in 2025, allowing 0.23 million people.

Russia issues different categories of visas for employment:
Single-entry work visa for short-term assignments
Multiple-entry work visa for long-term jobs
Highly qualified specialist visa (HQS visa) for professionals
Work patent for self-employed individuals
Processing times vary from 5 to 30 business days depending on the visa type and consulate. Applicants usually need:

Embassy warning on visa fraud
The Indian embassy has cautioned job seekers not to fall prey to fraudulent agents. “A number of instances have come to the notice of this Mission in which Indian nationals are offered tourist or business visas by some agents in India, with a promise for a job in Russia,” the advisory reads.
It added that such visas do not allow employment and cannot be converted to work permits after arrival.
Growing Indian community in Russia
Per Indian Embassy estimates, about 14,000 Indians currently live in Russia, along with 1,500 Afghan nationals of Indian origin. The community includes professionals, students and skilled workers.

A new report from Equipping The Persecuted looks at the crisis factors behind the ongoing killings of Christians in Nigeria.
Between January 1 and September 8 of this year, the group verified that at least 4,216 Christians were killed. That comes to nearly 17 people per day, or one every 86 minutes.
Greg Kelley with Unknown Nations says that Fulani militants have become the leading source of violence.
“It’s the largest unreached nomadic people group in the world,” says Kelley. “They are the ones [who] have tremendous influence as a people across Nigeria and these other parts of Africa.”
How should the Body of Christ respond? Kelley says to support local missionaries ready to reach northern Nigeria.
“Nigeria has more Christians in it than any country in the entire continent of Africa. Over 100 million Christians,” he says.
“If you went right in the middle of Nigeria and [divided] it, you would find all of the Christians, for the most part, are in the south. Whereas in the north, where all of these horrific stories of persecution and attacks and kidnappings are taking place in the north, which is almost exclusively Muslim, to the tune of 100 million.”
Kelley recently returned from a trip to visit partners in northern Nigeria. He says there are dozens and dozens of Nigerian believers ready to go to the north with the hope of Christ.
“They just need a motorcycle. They need resources so they can do training. They need our solar-powered audio Bible that we distribute in dozens of Nigerian languages,” says Kelley. “They need resources, but they are willing to go.”
Unknown Nations has been involved in northern Nigeria’s challenges for 25 years. Join them in praying over Muslim people groups like the Fulani, Hausa, and Kanuri.
“I would challenge people to change their vocabulary when they pray,” says Kelley. He says to name specific people groups in our prayers rather than pray for Nigeria in general terms.
Prayer is the first way to partner with Unknown Nations’ network in the spiritual battle. Financial support will also help to press this mission forward.
“Coming alongside the local indigenous work that God is doing among Nigerians is really the answer to this horrible issue,” says Kelley. “We need to be strategic in our prayers and in our mobilization of resources.”

The rules apply to several categories of applicants, including those seeking temporary residence, permanent residence and refugee or asylum status. People applying to extend their stay in Canada may also need to provide biometrics unless they are from a visa-exempt country.
For Indian applicants seeking Canadian visas or permits, understanding when biometrics are required can help avoid delays or confusion during the application process.
Who needs to give biometrics for Canada visa?
Applicants for temporary residence generally need to provide fingerprints and a photograph unless they qualify for an exemption. This includes people applying for visitor visas, study permits and work permits.
Permanent residence applicants also generally need to provide biometrics.
IRCC lists several exemptions. Canadian citizens, citizenship applicants and existing permanent residents do not need to provide biometrics. Children under 14 and applicants over 79 are also exempt, although there is no upper-age exemption for asylum claimants.
People visiting Canada who only need an electronic travel authorization, or eTA, are exempt as well.
Other exemptions apply to certain heads of state and government, people holding or qualifying for diplomatic or official visas, and US visa holders transiting through Canada.
Applicants for a visitor visa, study permit or work permit may also be exempt if they have already provided biometrics as part of a permanent residence application that is still being processed.
How much does Canada biometrics cost?
IRCC currently charges CAN$85 for an individual applicant to provide biometrics.
Families applying at the same time can pay a maximum combined fee of CAN$170. The family rate applies to spouses or common-law partners and dependent children, subject to IRCC’s eligibility rules.
Groups of three or more performing artists and their staff applying for work permits at the same time have a maximum combined biometrics fee of CAN$255.
There is no biometrics fee for applicants seeking a transit visa.
What happens after biometrics?
Applicants who are required to provide biometrics must follow IRCC’s instructions on when and where to complete the process. Canada has designated biometrics collection locations where applicants can have their fingerprints and photograph collected.
IRCC says the fingerprints and photograph are used to confirm identity and may also be used in assessing the immigration application.
The biometrics requirement is therefore an important step for Indians and other foreign nationals applying to study, work, visit or settle in Canada. Applicants should check their individual circumstances and exemptions before assuming that a previous biometric submission means they do not need to provide the information again.
