Canada requires most foreign nationals applying for temporary or permanent residence to provide fingerprints and a photograph as part of the immigration application process. The biometric information is used to confirm an applicant’s identity and help assess their application, according to Immigration, Refugees and Citizenship Canada (IRCC).
The rules apply to several categories of applicants, including those seeking temporary residence, permanent residence and refugee or asylum status. People applying to extend their stay in Canada may also need to provide biometrics unless they are from a visa-exempt country.
For Indian applicants seeking Canadian visas or permits, understanding when biometrics are required can help avoid delays or confusion during the application process.
Who needs to give biometrics for Canada visa?
Applicants for temporary residence generally need to provide fingerprints and a photograph unless they qualify for an exemption. This includes people applying for visitor visas, study permits and work permits.
Permanent residence applicants also generally need to provide biometrics.
IRCC lists several exemptions. Canadian citizens, citizenship applicants and existing permanent residents do not need to provide biometrics. Children under 14 and applicants over 79 are also exempt, although there is no upper-age exemption for asylum claimants.
People visiting Canada who only need an electronic travel authorization, or eTA, are exempt as well.
Other exemptions apply to certain heads of state and government, people holding or qualifying for diplomatic or official visas, and US visa holders transiting through Canada.
Applicants for a visitor visa, study permit or work permit may also be exempt if they have already provided biometrics as part of a permanent residence application that is still being processed.
How much does Canada biometrics cost?
IRCC currently charges CAN$85 for an individual applicant to provide biometrics.
Families applying at the same time can pay a maximum combined fee of CAN$170. The family rate applies to spouses or common-law partners and dependent children, subject to IRCC’s eligibility rules.
Groups of three or more performing artists and their staff applying for work permits at the same time have a maximum combined biometrics fee of CAN$255.
There is no biometrics fee for applicants seeking a transit visa.
What happens after biometrics?
Applicants who are required to provide biometrics must follow IRCC’s instructions on when and where to complete the process. Canada has designated biometrics collection locations where applicants can have their fingerprints and photograph collected.
IRCC says the fingerprints and photograph are used to confirm identity and may also be used in assessing the immigration application.
The biometrics requirement is therefore an important step for Indians and other foreign nationals applying to study, work, visit or settle in Canada. Applicants should check their individual circumstances and exemptions before assuming that a previous biometric submission means they do not need to provide the information again.

The second annual Bible Access List highlights the complex issue of Bible access and shortages worldwide, revealing that persecution-related restrictions, socioeconomic barriers and safe digital access limitations continue to put Scripture beyond reach despite increased availability. Released by Bible Access Initiative, a coalition of ministries committed to Bible accessibility, the report evaluates 106 countries and pinpoints the countries facing the greatest obstacles to Bible access.
“We often hear that the Bible is more accessible than ever, but we must not confuse availability with access,” said Wybo Nicolai, co-founder of the Bible Access List. “Persecution-related Bible access restrictions can make accessing Scripture difficult or dangerous, while socioeconomic barriers can put a Bible beyond people’s reach. Even where Scripture is available digitally, limited internet coverage or unsafe online environments can still prevent people from accessing it.”
The Bible Access List includes data from two key categories:
The Bible Restrictions List highlights where it is most difficult to access a Bible, combining persecution-related Bible access restrictions, including legal restrictions, social hostility and extremist or other non-state action, with socioeconomic barriers such as poverty, poor infrastructure, limited electricity, low literacy and limited internet access.
The Bible Shortage List estimates how many Christians still want a Bible but don’t yet have one.
Countries with the Most Limited Bible Access
The 2026 Bible Access List builds on the inaugural assessment through expanded country coverage, refined methodology and improved evidence, supported by input and validation from local experts. The number of countries assessed increased from 88 countries in 2025 to 106 countries in 2026. Of the countries evaluated, 87 met the criteria for the Bible Restrictions List while 81 countries are included in the Bible Shortage List.
The top five countries on the 2026 Bible Restrictions List are:
Afghanistan (up from No. 3 in 2025)
Yemen (no change since 2025)
Somalia (down from No. 1 in 2025)
North Korea (up from No. 6 in 2025)
Eritrea (no change since 2025)
The top five countries on the 2026 Bible Shortage List are:
DR Congo (Shortage Range: >10 million)
Ethiopia (Shortage Range: >10 million)
Nigeria (Shortage Range: >10 million)
India (Shortage Range: >10 million)
Uganda (Shortage Range: 5-10 million)
Three Key Findings on Bible Access
The 2026 assessment revealed three key findings:
Persecution-related Bible access restrictions affect millions worldwide: More than 500 million Christians face restrictions through government controls, extremist violence, and family and community pressure, including more than 250 million for whom access is very difficult.
Socioeconomic barriers put Scripture beyond people’s reach: More than 550 million Christians across 33 countries face severe socioeconomic barriers, including poverty, poor infrastructure, limited electricity, low literacy and limited internet access. Across these countries, an estimated 82 million Christians are without a Bible.
Digital availability does not guarantee access: More than 400 million Christians across 42 countries are estimated to live without internet access, while 277 million Christians across 48 countries live where accessing Scripture online is unsafe or restricted.
“The annual assessment is more than a picture of the problem but a roadmap for showing where intentional, strategic action is needed,” said Ken Bitgood, founder and CEO of Digital Bible Society, co-founder of the Bible Access List. “We believe everyone deserves access to God’s Word, and our goal is to equip others to join us in this mission, combining our efforts, resources and energy together to make this a reality.”
The Bible Access List is developed and published by Bible Access Initiative, which is led by five steering partners: Bible League International, Digital Bible Society, Frontlines International, The Voice of the Martyrs and YouVersion. The Bible Access Initiative holds a shared vision of making Scripture accessible and available to every person, in every nation, regardless of religious background.

The Axioma Center for Persecuted Christians (CPC) recently began operations under the leadership of former State Secretary for the help for Persecuted Christians, Tristan Azbej. Its aim is to carry on the intellectual legacy of Hungary’s previous engagement regarding persecuted Christians, following the new TISZA administration’s decision to dissolve that government unit, reported Magyar Nemzet.
A new international mission of the Axioma Center aims to ensure that often-forgotten Christian communities—which endure great hardship—are not left to fend for themselves, and seeks to ensure their cries for help are heard in the Western world and that they receive tangible assistance.
The center maintains that the dissolution of the Hungarian government’s state secretariat responsible for aiding persecuted Christians must not result in a lack of support for those Christians who continue to rely on Hungary to secure their communities’ future. It is the obligation of every Western nation to engage in international aid activities.
Under the Viktor Orbán government, Hungary decided to direct this assistance to the world’s most persecuted religious community—Christians—serving for a long time as the sole provider of such aid and setting an example for other nations with a Christian heritage.
Since its inception in 2016, the government unit responsible for aiding persecuted Christians—a state secretariat that was dissolved following the April elections—has channeled assistance and support from the Hungarian people to Christians persecuted for their faith or living in crisis zones across more than sixty countries.
This government unit ceased operations in May; although the new government promised to continue supporting persecuted Christians, the exact opposite has occurred over the past four or five months. There is no organizational unit within the new administration to take over the knowledge base and network of contacts established by the former state secretariat, Tristan Azbej told our publication. He added that this is why they considered it vital to preserve this intellectual legacy. They are continuing their work on behalf of persecuted Christians not through a government program, but within a civil society framework. “This is not merely about preserving a legacy. We feel it is a moral obligation, too, because aiding persecuted Christians has become a national vocation for Hungary—a mission that must not be interrupted,”
In practical terms, this work now entails maintaining daily and weekly contact with church representatives in the Middle East, Africa, and Central Asia under the auspices of the Axioma Center. Through meetings, fact-finding discussions, and research, they keep themselves up to date on the situation facing persecuted Christians. “We analyze the situation to determine which needs or emergencies we are uniquely positioned to address and where we require partners. In the latter cases, we engage our Western partners and allies. The work of the former state secretariat was highly regarded in the West, particularly by Christian churches and governments inspired by Christian democratic values. Consequently—even though the center has been operational for only a week and a half—we are already able to join forces with American evangelical Christian communities to assist persecuted Christians in Nigeria. And this is just one example of initiatives already taking shape,” explained the head of the center.
Tristan Azbej noted that, in his capacity as head of the newly established center, he visited London last week to discuss the potential and rationale for cooperation with key British figures in the field of international religious freedom. “In recent years, they have held up the previous Hungarian government as a prime example for its efforts to aid persecuted Christians. They have even adopted many of our practices. Now, there is an opportunity to advance these efforts jointly, within a civil-society framework,” he said.
He added that there are many people—both in England and the United States—who view the discontinuation of the state secretariat in Hungary as a significant loss. They want to play a part in continuing the work, potentially through international civil society cooperation.
“This is what I call an intellectual legacy—something the government could have carried forward had it not abolished the state secretariat; yet, we cannot let it fade away, so we are preserving it within the civil sector. Moreover, we are not merely preserving it; we are striving to put this knowledge to practical use as soon as possible through humanitarian aid and related programs,” he said.
Azbej also noted that this past summer, the scholarships of one hundred persecuted Christian students admitted to Hungarian universities were revoked, and church construction projects in the Holy Land were halted. “Despite my criticisms, I remain hopeful that the government will recognize the importance of this issue,” he added.
“I call upon the government to fulfill its promise and restore the government unit responsible for coordinating support for persecuted Christians. It would be ideal if this task did not fall solely on the Axioma Center and similar civil society organizations; instead, the Hungarian state and government should also champion the cause of suffering Christians worldwide—of whom 12 or 13 are killed every day,” Azbej emphasized.
