ന്യൂഡൽഹി: ഇന്ത്യക്കാർക്കുള്ള വിസ നടപടികളിൽ മാറ്റം വരുത്തി ചൈന. പുതിയ വ്യവസ്ഥകൾ ഇന്ന് മുതൽ പ്രാബല്യത്തിൽ വന്നു. ന്യൂഡൽഹി, മുംബൈ, കൊൽക്കത്ത എന്നിവിടങ്ങളിലെ ചൈനീസ് വിസ അപേക്ഷാ കേന്ദ്രങ്ങൾ വഴി പുതിയ അപേക്ഷകൾ സ്വീകരിക്കുന്നതിന് പകരം, ഇനി ബന്ധപ്പെട്ട ചൈനീസ് എംബസിയും കോൺസുലേറ്റുകളും നേരിട്ട് അപേക്ഷകൾ സ്വീകരിച്ച് നടപടികൾ പൂർത്തിയാക്കും. വിസക്കായി അപേക്ഷിക്കുന്നവർ ആദ്യം ഓൺലൈനായി അപേക്ഷ പൂരിപ്പിച്ച് രേഖകൾ പരിശോധനക്കായി സമർപ്പിക്കണം. ഓൺലൈൻ പരിശോധനക്ക് അംഗീകാരം ലഭിച്ചശേഷം മാത്രമേ പാസ്‌പോർട്ടും മറ്റ് രേഖകളും നേരിട്ട് സമർപ്പിക്കാവൂ.

അപേക്ഷകരുടെ താമസസ്ഥലം അനുസരിച്ചാണ് അപേക്ഷ സമർപ്പിക്കേണ്ട ഓഫിസ് നിശ്ചയിച്ചിരിക്കുന്നത്. മഹാരാഷ്ട്ര, കർണാടക സംസ്ഥാനങ്ങളിലുള്ളവർ മുംബൈയിലെ ചൈനീസ് കോൺസുലേറ്റ് ജനറലിൽ അപേക്ഷ സമർപ്പിക്കണം. പശ്ചിമ ബംഗാൾ, ബിഹാർ, ജാർഖണ്ഡ്, ഒഡിഷ, ഛത്തീസ്ഗഢ് എന്നിവിടങ്ങളിൽ നിന്നുള്ളവർ താൽക്കാലികമായി ഡൽഹിയിലെ ചൈനീസ് എംബസി വഴിയാണ് അപേക്ഷ നൽകേണ്ടത്. മറ്റ് സംസ്ഥാനങ്ങളിലും കേന്ദ്രഭരണ പ്രദേശങ്ങളിലുമുള്ളവർ ഡൽഹിയിലെ ചൈനീസ് എംബസിയെത്തന്നെ സമീപിക്കണം.

ഡൽഹി, മുംബൈ, കൊൽക്കത്ത എന്നിവിടങ്ങളിലെ കേന്ദ്രങ്ങളിൽ ഇന്ന് മുതൽ പുതിയ അപേക്ഷകൾ സ്വീകരിക്കില്ല. നേരത്തേ അപേക്ഷ സമർപ്പിച്ചവർക്ക് നടപടികൾ പൂർത്തിയായ രേഖകൾ ഒക്ടോബർ 30 ഉച്ചക്ക് 12 മണിവരെ നിലവിലെ കേന്ദ്രങ്ങളിൽനിന്ന് കൈപ്പറ്റാം.

പുതിയ ചട്ടപ്രകാരം ആദ്യം ചൈനീസ് വിദേശകാര്യ മന്ത്രാലയത്തിന്റെ ഔദ്യോഗിക വിസ പോർട്ടലിലെ അപേക്ഷാ ഫോം പൂരിപ്പിക്കുകയും ആവശ്യമായ രേഖകൾ അപ്‌ലോഡ് ചെയ്യുകയും വേണം. ഈ ഘട്ടത്തിൽ ഫീസ് നൽകേണ്ടതില്ല. ഓൺലൈൻ പരിശോധനക്ക് അംഗീകാരം ലഭിച്ചാൽ ഇമെയിൽ വഴി അറിയിപ്പ് ലഭിക്കും. അറിയിപ്പ് ലഭിച്ച് 30 ദിവസത്തിനകം പാസ്‌പോർട്ട്, അപേക്ഷാ ഫോം, മറ്റ് ആവശ്യമായ രേഖകൾ എന്നിവ ബന്ധപ്പെട്ട എംബസിയിലോ കോൺസുലേറ്റിലോ സമർപ്പിക്കണം.

ഒക്ടോബർ 23 വൈകീട്ട് അഞ്ചിന് ശേഷം ഓൺലൈനായി സമർപ്പിച്ച അപേക്ഷകൾക്ക് ഫീസ് ഈടാക്കില്ലെന്നാണ് അറിയിപ്പ്. എന്നാൽ അതിനു മുമ്പ് സമർപ്പിച്ച അപേക്ഷകളുടെ അടച്ച സർവിസ് ഫീസ് തിരികെ ലഭിക്കില്ല. ചൈനീസ് അധികൃതർ ഈടാക്കുന്ന ഫീസും വേറെ അടക്കണം.

ഡിസംബർ 31 വരെ, ഹ്രസ്വകാല വിസകൾക്ക് അപേക്ഷിക്കുന്നവർക്ക് വിരലടയാളം നൽകുന്നതിൽ താൽക്കാലിക ഇളവുണ്ട്.

China will directly accept and process visa applications and consular legalization requests in India from October 26, ending the application services previously handled through visa application centers in New Delhi, Mumbai and Kolkata.

In a notice issued on October 22, the Chinese Embassy in India said the embassy in New Delhi and the Chinese Consulate General in Mumbai would directly handle the applications. Services in the jurisdiction of the Chinese Consulate General in Kolkata will temporarily be handled by the embassy in New Delhi.

The change means Indian travelers, business visitors and others applying for Chinese visas will need to follow the revised submission process and check which diplomatic mission handles applications from their area. Applicants seeking consular legalization of documents will also have to follow the new arrangements.

Where Indian applicants need to submit documents
According to the embassy’s official notice, applicants residing in Maharashtra and Karnataka must approach the Chinese Consulate General in Mumbai.

Applicants from West Bengal, Bihar, Jharkhand, Odisha and Chhattisgarh must temporarily submit applications to the Chinese Embassy in New Delhi. Applicants from other states and Union Territories will also apply through the embassy.

For consular legalization, the relevant jurisdiction is determined by the place where the documents were issued, according to the embassy’s detailed guidance.

The Chinese Visa Application Centers in the three cities will stop accepting new applications from October 26. Applicants who have already submitted documents can collect processed documents from the existing centers until noon on October 30, according to the centers’ notices.

Online visa review remains mandatory
The revised system requires applicants to complete an online application before submitting their passports and supporting documents in person.

Applicants must fill out the form and upload the required documents through the Chinese Ministry of Foreign Affairs’ official visa application portal. After the online review is approved, applicants will receive an email and must submit their passport, application form and relevant documents to the designated embassy or consulate within 30 days.

The embassy has separately issued an updated Chinese visa application notice outlining the required documents and procedures.

Service center fees removed for eligible applications
The changes also include the removal of visa application service center fees for online applications submitted after 5 pm on October 23. Fees already paid for applications submitted before the deadline will not be refunded, according to the notice published by the Chinese visa application center.

Applicants should distinguish between service center fees and the visa fees charged by Chinese authorities. The embassy has published a separate schedule of consular service fees, including charges for different visa categories and express processing.

Fingerprint and document requirements
China has also updated its visa application guidance. Short-term visa applicants whose intended stay is up to 180 days are exempt from fingerprint collection until December 31, 2026, under the temporary arrangement. Exemptions do not apply to every visa category, so applicants should check the specific requirements before submitting documents.

Tourist visa applicants must provide financial documents, including bank statements covering the previous six months showing a consistent average monthly balance of at least ₹1 lakh, or an eligible deposit certificate of a similar amount made at least three months before the application.

The embassy has advised applicants to consult its official notices for the latest requirements before applying. The revised arrangements apply to mainland China; separate procedures apply to Hong Kong and Macao.

Gunmen opened fire during a funeral at a church in Jordan on Friday, killing seven people and wounding 40 others, authorities said.

The shooting took place at a Greek Orthodox church in Karak, about 180km (110 miles) south of the capital, Amman.

Footage broadcast on Jordanian state television showed two gunmen who appear to be holding pistols approaching the church and firing shots. A third man who appears to be holding a semiautomatic rifle then approaches and opens fire, and all three then run toward the church.

Video footage taken by witnesses shows broken glass and pools of blood on the floor of the church.

Dorgham Halasa, who was among the mourners inside the church, said intense gunfire erupted 15 minutes after the funeral had started, and then people started running. “It was a weird situation, and heavy gunfire,” Halasa said.

He did not see the gunmen, but said other people reported seeing four of them. The Associated Press could not independently verify the number of assailants, and Jordan’s security services did not immediately release details.

A government statement said that the attack was “carried out by unknown assailants,” but didn’t say whether any gunmen were captured or killed. It said that “investigations are under way at full speed”.

Jordan declared three days of national mourning, according to the kingdom’s Petra news agency.

Karak is home to a minority Christian population.

In 2016, gunmen ambushed police in a series of attacks in Karak, including at a Crusader castle popular with tourists, killing 10 people, including seven officers, and wounding dozens. Jordanian security forces killed those gunmen after a long standoff.

Jordan’s health minister Ibrahim al-Budour said two of those wounded are in critical condition.

King Abdullah II said on X that Jordan “will confront the terrorist act that targeted Karak with the harshest penalties” and offered his “deepest condolences to the families of the martyrs, and our wishes for recovery to the wounded”.

Jordan’s prime minister Jafar Hassan said during a security meeting in Karak on Friday evening that the attack was a result of terrorist ideology and blind extremism. He said the assailants will be punished and legal measures taken against those who seek to introduce extremism.

Condemnation of the slayings came from around the region, including from Lebanon, Syria, Egypt and Oman.

Ahmed al-Tayeb in Cairo, the grand imam of Al-Azhar, the Sunni Muslim world’s foremost religious institution, offered his condolences to the families of victims in Friday’s shooting, calling it a “heinous terrorist attack.”

Iraqi foreign minister Fuad Hussein called his Jordanian counterpart and “affirmed Iraq’s solidarity with Jordan in the face of terrorism”, Hussein’s office said in a statement.

UN Secretary-General António Guterres condemned the attack during a funeral as “especially heinous,” spokesperson Stephane Dujarric said. “The secretary-general also calls for all those responsible to be found and to be held to account.”
