India — Hindu nationalist mobs attacked three churches during recent Sunday worship services, leaving the local Christian communities in the southern state of Andhra Pradesh shaken.

Church leaders said that this is the first time such attacks have occurred in Andhra Pradesh and said the attacks seem to be well-planned.

Hindu nationalist organizations have grown in number across the country since the Bharatiya Janata Party (BJP) won the 2014 parliamentary elections and came to power.

The BJP has maintained the government at the federal level for more than 10 years now, with Prime Minister Narendra Modi at the helm. The BJP also won the elections in many states, with a majority bringing the party to power at the state level.

As the BJP gained ground, it increased its rhetoric against minorities, primarily Christians and Muslims, paving the way for the establishment and nurturing of many fringe organizations aligned with the Rashtriya Sevak Sangh (RSS), the ideological wing of the BJP.

One of the recent attacks occurred on March 9 at the church led by Pastor Dodda Ganesh in the Bapatla district of Andhra Pradesh. Police barged in during the worship service and demanded to see a worship permit.

Authorities told the pastor to stop leading the church and ordered him to meet with the deputy superintendent of police.
In another recent incident in the district of Satyasai, a mob of more than 25 people broke into a worship service at Jerusalem House of Prayer and ordered the pastor and believers to stop the service or move elsewhere.

The same mob went to Grace Church near the local police precinct and, in front of the police, told Pastor Vinod Dua to stop the church service.

“The situation is changing from bad to worse even in places which were once considered to be safe places like Andhra Pradesh and Maharashtra,” Pastor Jacob Chandan said, adding that police feign helplessness, claiming it’s impossible to arrest each member of a mob.

മാവേലിക്കര എംപി കൊടിക്കുന്നിൽ സുരേഷിൻ്റെ ചോദ്യത്തിനു മറുപടിയായാണ് കേന്ദ്രമന്ത്രി ഇക്കാര്യം വ്യക്തമാക്കിയത്. അർഹരായ ആയിരക്കണക്കിന് വിദ്യാർത്ഥികൾക്കു ലഭിക്കേണ്ട സാമ്പത്തികസഹായമാണ് കേന്ദ്രസർക്കാർ നിർത്തലാക്കിയതെന്ന് കൊടിക്കുന്നിൽ ആരോപിച്ചു. ഇത്തരം സ്കോളർഷിപ്പുകൾ വിദ്യാർത്ഥികളിൽ ഉണ്ടാക്കുന്ന സ്വാധീനം വിലയിരുത്തുന്നതിന് സർക്കാർ ഇതുവരെ യാതൊരു പഠനവും നടത്തിയിട്ടില്ലെന്നും കിരൺ റിജ്ജു പറഞ്ഞു. മറ്റു മന്ത്രാലയങ്ങൾ വഴി വിദ്യാർത്ഥികൾക്ക് ഇത്തരം ‌സ്കോളർഷിപ്പു കൾ ലഭ്യമാകുന്നുണ്ടെന്നാണ് കേന്ദ്രസർക്കാരിന്റെ വാദം.

ന്യൂനപക്ഷങ്ങൾക്കെതിരേയുള്ള ഈ നടപടികൾ വിദ്യാഭ്യാസ ശക്തീകരണത്തെ പിന്തുണയ്ക്കുന്നതിനുള്ള ബിജെപി സർക്കാരിൻ്റെ ബോധപൂർവമായ അവഗണന തുറ ന്നുകാട്ടുന്നതാണെന്ന് കൊടിക്കുന്നിൽ പ്രതികരിച്ചു. അഞ്ചു വർഷത്തിനിടയിൽ 3000 കോടി രൂപയാണ് കേന്ദ്രസർക്കാർ ന്യൂനപക്ഷ സ്കോളർഷിപ്പുമായി ബന്ധപ്പെട്ട് ബജറ്റിൽ വെട്ടിക്കുറച്ചത്. കഴിഞ്ഞ അഞ്ചു വർഷം 10,432.53 കോടി രൂപ ഇതിനായി അനുവദിച്ചെങ്കിലും 7,369.95 കോടി മാത്രമാണു വിതരണം ചെയ്ത‌ത്.

The Union Budget 2025 has introduced significant cuts to several education schemes supporting students from tribal and minority communities.

The National Fellowship and Scholarship for higher education of scheduled tribe (ST) students has seen a 99.99% reduction, with its allocation dropping from ₹240 crore in the revised estimates (RE) for 2024 to just ₹0.02 crore in the budget estimates (BE) for 2025.

The government defended the cuts as part of streamlining education for minority students.

The National Overseas Scholarship Scheme has also been cut by 99.8%, falling from ₹6 crore in RE 2024 to ₹0.01 crore in BE 2025.

The Pre-Matric Scholarship for Minorities, allocated ₹326.16 crore in RE 2024, will now receive ₹90 crore, marking a 72.4% decrease. Similarly, the Post-Matric Scholarship for Minorities has been reduced by 69.9%, from ₹1,145.38 crore in RE 2024 to ₹343.91 crore in BE 2025.

The Merit-cum-Means Scholarship for professional and technical courses has seen a 42.6% reduction, from ₹33.80 crore in RE 2024 to ₹19.41 crore in BE 2025.

Other allocations have also been adjusted, including the Maulana Azad National Fellowship for minority students, which saw a 4.9% cut, from ₹45.08 crore in RE 2024 to ₹42.84 crore in BE 2025. The Free Coaching and Allied Schemes for minorities initially saw a 65% reduction, dropping from ₹10 crore in RE 2024 to ₹3.5 crore, before being revised back to ₹10 crore. The Scheme of Interest Subsidy on Educational Loan for Overseas Studies has been reduced by 46.6%, from ₹15.30 crore in RE 2024 to ₹8.16 crore in BE 2025. The Education Scheme for Madrasas and Minorities has faced a 99.5% reduction, from ₹2 crore in RE 2024 to just ₹0.01 crore.

A month ago, the Parliamentary Standing Committee on Social Justice and Empowerment, chaired by BJP lawmaker PC Mohan, criticised the ministry of minority affairs for delays in approvals and questioned the adequacy of the reduced funding.

The ministry, which has been running its scholarship programs without formal approval since 2021-22, explained that the cuts reflect a decision to focus on students in Classes IX and X, as students in Classes I-VIII are already covered under the Right to Education Act.

However, the committee expressed concerns that the new allocation may not be enough to support all eligible students.

The committee pointed out that no new schemes have been introduced to replace the Maulana Azad National Fellowship (MANF) and the Padho Pradesh Interest Subsidy Scheme that were discontinued in 2022-23 due to overlaps with other government programs.

The ministry in the responses said that more than 50% of the minority scholarship schemes recipients have been female, surpassing the 30% reservation for women in these schemes.

The government has defended the cuts as part of efforts to streamline and consolidate education programs, while the committee has called for an expansion of support initiatives, including free coaching and residential education, to ensure that minority students have access to the resources they need.
